Project Number - Project PRA-VIIS 100(2) was located in St. John, U.S. Virgin Islands. B. Description of Work - This project consisted of rehabilitation of roadway and parking area pavement, drainage improvements, guardrail installation, guardwall repair, and striping, construction of the "Cruz BayLind Point Overlook", traffic calming and safety improvements on Route 20 within the St. John Virgin Islands National Park. C. Environmental Considerations - The Federal Highway Administration (FHWA) determined that the project met the requirements of a Class II Action (Categorical Exclusion) under the National Environmental Policy Act NEPA) of 1969, Letter dated May 17,2004. The U.S. Virgin Islands Department of Planning and Natural Resources, Division of Coastal Zone Management issued an approvd dated January 30,2003, and the project was also permitted by Department of the Army, Jacksonville District Corps of Engineers under Permit Number SAJ-2004-4032 (NW-JCM). . . 11. PROJECT DATA Specifications -"Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96" Termini - Route 20 Various Sites (1,2,3,4,5,6,7,9,10,11,12,13, K1, K2a&b, M, N, 0, P, Q, R, S & T) fiom the Virgin Islands National Park Service Maintenance Yard Entrance in Cruz Bay to the Intersection with Route 10. Length - Route 20 (North Shore Road) was approximately 7.3 miles in length. The above road rehabilitation work sites totaled 1.91 miles. D. Width- One ortwo, 9-foot travel lanes with paved shoulders of varying width. E. Pavement Structure - For areas with the 12-inches depth geogrid placement, 8 inches aggregate base, grading C and 4-6 inches of HACP (HACP), class By grading C. For all other areas, except the parking area and the Main Road sites - an 8 inches aggregate base, grading C and 5-6 inches of HACP class By grading C. For Hawksnest Parking area site'overlay with 1.5 - 2.5 inches of HACP, class B, grading E. For the Main Road - in the west bouhd lane along the waterway - 8 inches aggregate base, 4 inches of HACP, class B, grading C and 1.5 inches of HACP class By grading E. In the east bound lane - 2- 4 inches of HACP class B, grading E overlay of existing pavement left in place. Significant Overruns and Underruns Item 20101, Clearing and Grubbing The original contract quantity of 0.10 acres was underestimated by the Engineer's calculations; the final quantity was 0.20, an overrun of 0.10 acre or 100.00 percent. Item 20301E, Removal of Headwalls The original contract quantity was 1 .OO each. Existing field conditions warranted removal of additional headwalls for replacement at Sites 9 & 13. The final quantity was 3.00 each, an overrun of 2.00 each or 200.00 percent. Item 20302H, Removal of Pipe Culverts The original contract quantity was 30.00 linear feet, Existing field conditions warranted removal of additional deteriorated pipe culverts at Sites 3 and 9. The final quantity was 104 linear feet, an o v e h of 74 linear feet or 246.67 percent. Item 20302Ul3, Removal of Portland Cement Concrete Paved Waterway The original contract quantity was 250.00 linear feet. . Existing field conditions warranted removal of additional concrete paved waterways-for replacement at Sites 1, 11 & 13; the final quantity was 304 linear feet or 21.60 percent. Item 20303AGD, Removal of Stone Median (Rubble Median) The original contract quantity of 35.00 square yards was underestimated by the Engineer's Calculations. Due to the actual lengths and widths of the existing rubble median, the final quantity was 43.79 square yards, an overrun of 8.79 square yards or 25.1 1 percent. Item 20307, Sawcutting Pavement The original contract quantity was 5,800.00 linear feet. Existing field conditions warranted removal of additional pavement for rehabilitation at added sites between Original Site 2 and Cruz Bay. The final quantity was 7,224.00, an overrun of 1424.00 linear feet or 24.55 percent. Item 20401 Roadway Excavation Venn Point, Site 11) The original contract quantity of 550.00 cubic yards was underestimated by the Engineer's estimate. The existing site conditions required more roadway excavation than anticipated. The final quantity was 791 .OO cubic yards, an overrun of 241.70 cubic yards or 43.95 percent. - Item 20801, Structural Excavation The original contract quantity of 550.00 cubic yards was underestimated by the Engineer's estimate. Due to the actual field conditions the final quantity was 900.00 cubic yards, an overrun of 350.00 cubic yards or 63.64 percent. Item 20803, Structural Backfiil The original contract quantity of 500.00 cubic yards was underestimated by the Engineer's estimate. Due to the actual field conditions the fmal quantity was 730.00 cubic yards, an overrun of 230.00 cubic yards or 46.00 percent. Item 301012, Aggregate Base, Grading C or D The original contract quantity was 3,100.00 tons. Existing field conditions warranted removal of additional pavement for rehabilitation at added sites between Original Site 2 and Cruz Bay. The final quantity was 3,832.84 tons, an overrun of 732.84 tons or 23.64 percent. Item 40101BC, HACP, Class B, Grading C The original contract quantity was 1,160.00 tons. Existing field conditions warranted removal of additional pavement for rehabilitation at added sites between Original Site 2 and Cruz Bay, and changed conditions substituted the BC mix for the BED mix. Changed field conditions deleted the need for placement along the existing waterways. At the Switch Back, a safety issue with trucks reversing direction and backing down the hill to maneuver through the intersection toward Annaberg should be investigated (Solution considerations include widening intersection for truck maneuvers, and placement of warning signs).
