Project Number - Project PRA-VIIS 100(2) was located in St. John, U.S. Virgin Islands. B. Description of Work - This project consisted of rehabilitation of roadway and parking area pavement, drainage improvements, guardrail installation, guardwall repair, and striping, construction of the "Cruz BayLind Point Overlook", traffic calming and safety improvements on Route 20 within the St. John Virgin Islands National Park. C. Environmental Considerations - The Federal Highway Administration (FHWA) determined that the project met the requirements of a Class II Action (Categorical Exclusion) under the National Environmental Policy Act NEPA) of 1969, Letter dated May 17,2004. The U.S. Virgin Islands Department of Planning and Natural Resources, Division of Coastal Zone Management issued an approvd dated January 30,2003, and the project was also permitted by Department of the Army, Jacksonville District Corps of Engineers under Permit Number SAJ-2004-4032 (NW-JCM). . . 11. PROJECT DATA Specifications -"Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96" Termini - Route 20 Various Sites (1,2,3,4,5,6,7,9,10,11,12,13, K1, K2a&b, M, N, 0, P, Q, R, S & T) fiom the Virgin Islands National Park Service Maintenance Yard Entrance in Cruz Bay to the Intersection with Route 10. Length - Route 20 (North Shore Road) was approximately 7.3 miles in length. The above road rehabilitation work sites totaled 1.91 miles. D. Width- One ortwo, 9-foot travel lanes with paved shoulders of varying width. E. Pavement Structure - For areas with the 12-inches depth geogrid placement, 8 inches aggregate base, grading C and 4-6 inches of HACP (HACP), class By grading C. For all other areas, except the parking area and the Main Road sites - an 8 inches aggregate base, grading C and 5-6 inches of HACP class By grading C. For Hawksnest Parking area site'overlay with 1.5 - 2.5 inches of HACP, class B, grading E. For the Main Road - in the west bouhd lane along the waterway - 8 inches aggregate base, 4 inches of HACP, class B, grading C and 1.5 inches of HACP class By grading E. In the east bound lane - 2- 4 inches of HACP class B, grading E overlay of existing pavement left in place. Due to the actual field conditions the fmal quantity was 730.00 cubic yards, an overrun of 230.00 cubic yards or 46.00 percent. Item 301012, Aggregate Base, Grading C or D The original contract quantity was 3,100.00 tons. Existing field conditions warranted removal of additional pavement for rehabilitation at added sites between Original Site 2 and Cruz Bay.
