ACTNO. 8305 BILL NO. 33-0244 THIRTY-THIRD LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2020 An Act to amend title 1, chapter 11 of the Virgin Islands Code to declare the month of May as Virgin Islands Mental Health Awareness Month and to assign the responsibilities of increasing mental health awareness and reducing the stigma of mental illness to the Department of Health and the Department of Education ---0--- WHEREAS, one in five American adults experience a mental/behavioral health issue; WHEREAS, one in ten young people experience a period of major depression; WHEREAS, one in twenty-five Americans live with a serious mental illness, such as schizophrenia, bipolar disorder, or major depression; WHEREAS, African Americans use mental/behavioral health services at about one-half the rate of Caucasian Americans and one-third the rate of Asian Americans; WHEREAS, the Territory’s population is primarily people of African descent, and the incidence of various mental/behavioral health issues is prevalent in the Virgin Islands; WHEREAS, mental/behavioral health issues are preventable w …
