PROJECT DESCRIPTION A. Project Number - Project RRP-SOP 10(1) - ARRA was located in the Sandy Point National Wildlife Refuge in St. Croix, Virgin Islands. B. Description of Work – This project consisted of rehabilitation of Tranberg Road (Routes 10 and 100) and 5 parking areas including aggregate resurfacing, drainage, signage improvements, and other miscellaneous work. This project was partially funded through the American Recovery and Reinvestment Act of 2009 (ARRA). C. Permits – National Environmental Policy Act (NEPA) Compliance: In accordance with Compliance 23 CFR Chapter 1 771.117(d) (1&3), an Environmental Assessment (EA) was done and a Finding of No Significant Impact (FONSI) was prepared and signed by the Federal Highway Administration (FHWA) on October 5, 2009. State Historic Preservation Office (SHPO) – 106 Concurrence: By letter dated June 23, 2009, the Virgin Islands SHPO determined that there were no known cultural resources within the proposed project area protected in accordance to Section 106 of the National Historic Preservation Act. Fish and Wildlife Service (FWS) – Section 7 Concurrence: By letter dated August 27, 2008, the U.S. Fish and Wildlife Service concurred that there were no known adverse effects anticipated on resources protected by the Endangered Species Act of 1973. National Pollutant Discharge Elimination System (NPDES) Permit – By letter dated September 24, 2007, the United States Virgin Islands Department of Planning and Natural Resources (VIDPNR) issued Permit VIDSA0000, in accordance with the provisions of the Clean Water Act, 33 USC § 1251 et. seq. Building Permit – By permit dated February 5, 2010, the United States Virgin Islands Department of Planning and Natural Resources (VIDPNR) issued the Permit No. STX 138-10, in accordance with IBC 2009 & V.I. Code Compliance. Coastal Zone Management (CZM) Permit – By letter dated August 17, 2009, the United States Virgin Islands Department of Planning and Natural Resources (VIDPNR) issued the CZM Land Permit No. CZX-32-09FC, in accordance to V.I.R & Regulations Tit 12, Chapter 21, Subchapter 904 and 902. 1 II. Experimental or New Features – None C. Changes and Problems – 1. Changes Contract Modification (CM) No. 0001: was issued to obligate additional American Recovery and Reinvestment Act (ARRA) into the contract. Details of the additional work were to be finalized upon definitization of CM No. 0001. Net contract increase = $93,443.63 No change in contract time. CM No. 0002: was issued to reduce the non-ARRA funds. Net contract decrease = $93,443.63 No change in contract time. 4 CM No. 0003: was issued for additional work at the request of the U.S. Fish and Wildlife Service for installation of additional guardrails for enhanced safety and installation of additional riprap to protect the embankment slope against the sea surge during the hurricane season. The CM also increased the quantity of existing pay items due to poor conditions found at the Route 904 parking area, requiring additional excavation and removal of the unsuitable subgrade material. Additional, the CM extended the contract time by 75 calendar days due to additional work and delays due to inclement weather. This CM resulted in an increase of non-ARRA funding. Net contract increase = $47,535.00 New completion date: May 31, 2011 CM No. 0004: was issued to adjust the existing pay items that varied from the Original Engineer’s Estimate due to unforeseen and existing field conditions. This CM also extended the contract time by 128 calendar days due to weather related delays. This CM resulted in a decrease of non-ARRA funds. Net contract decrease = $92,677.30 New completion date: October 6, 2011 Significant Overruns and Underruns 25101-2000 Placed Rip Rap, Class 2 - The original quantity was 393 cubic yards, and the quantity required to complete the contract was 477.89 cubic yards, an overrun of 84.89 cubic yards or 21.60 percent. It was necessary to place additional rip rap on the Refuge’s main parking lot to comply with the punch list items requested by the Refuge Manager. 30110-0000 Aggregate Surface Course - The original quantity was 9,000 tons, and the quantity required to complete the contract was 9295.82 tons, an overrun of 295.82 tons or 3.29 percent. The original quantity was underestimated. 61702-0400 Terminal Section G4-CRT - The original quantity was 4 each, and the quantity required to complete the contract was 8 each, an overrun of 4 each or 100.00 percent. Contract Modification (CM) No. 003 added additional guardrails as per the Refuge’s request. In order to finish the installation and guarantee the safety of the drivers, 4 additional terminal sections will be installed. 15705-0100 Soil Erosion Control, Silt Fence - The original quantity was 4,100 linear feet, and the quantity required to complete the contract was 850 linear feet, an underrun of 3,250 linear feet or 79.27 percent. Because of the existing conditions on the Refuge, we needed less material than originally estimated. 15706-1600 Soil Erosion Control, Stabilized Construction Entrance - The original quantity of 1 each was not needed, and therefor underran by 100.00 percent. The existing Refuge entrance was used for the entrance erosion control measures, making it unnecessary to build a new one. 5 20420-0000 Subexcavation - The original quantity was 863.00 cubic yards, and the quantity required to complete the contract was 460.18 cubic yards. This item was originally overestimated and underran by 402.82 cubic yards or 46.68 percent. 30502-0700 Aggregate, Top Soil Course, 4-Inch Depth - The original quantity of 1,200 square yards was not needed, therefor underran by 100.00 percent. During the project execution, the Refuge Manager requested the elimination of all planting items, making the use of top soil unnecessary on the project. 62501-0000 Turf Establishment - The original quantity of 3.3 acres was not needed, therefor underran by 100.00 percent. The Refuge Manager requested the elimination of this item to avoid disturbing the indigenous plants and trees. 62630-0400 Plantings - The original quantity of 100 each was not needed, therefor underrun of 100.00 percent. The Refuge Manager requested the elimination of this item to avoid disturbing the indigenous plants and trees. 2. Problems None D. Recommendations – None E. Claims – None IV.
