I 103D CONGRESS 2D SESSION H. R. 4338 To designate the ‘‘Christiansted Bandstand’’ at the Christiansted National Historic Site, St. Croix, Virgin Islands, as the ‘‘Peter G. Thurland, Sr., Bandstand’’. IN THE HOUSE OF REPRESENTATIVES MAY 4, 1994 Mr. DE LUGO introduced the following bill; which was referred to the Committee on Natural Resources A BILL To designate the ‘‘Christiansted Bandstand’’ at the Chris- tiansted National Historic Site, St. Croix, Virgin Islands, as the ‘‘Peter G. Thurland, Sr., Bandstand’’. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 The Congress finds that— 4 (1) Peter Gregory Thurland, Sr., was born on 5 February 19, 1892, in the town of Christiansted on 6 the island of St. Croix in the Virgin Islands; 7 2 •HR 4338 IH (2) he excelled in playing the trombone and 1 baritone horn and dedicated his life to attaining ex- 2 cellence in music; 3 (3) shortly after the transfer of the Virgin Is- 4 lands from Denmark to the United States, Peter G. …

Thurland, Sr., Bandstand’’. IN THE HOUSE OF REPRESENTATIVES MAY 4, 1994 Mr. DE LUGO introduced the following bill; which was referred to the Committee on Natural Resources A BILL To designate the ‘‘Christiansted Bandstand’’ at the Chris- tiansted National Historic Site, St. Croix, Virgin Islands, as the ‘‘Peter G. Thurland, Sr., Bandstand’’. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 The Congress finds that— 4 (1) Peter Gregory Thurland, Sr., was born on 5 February 19, 1892, in the town of Christiansted on 6 the island of St. Croix in the Virgin Islands; 7 2 •HR 4338 IH (2) he excelled in playing the trombone and 1 baritone horn and dedicated his life to attaining ex- 2 cellence in music; 3 (3) shortly after the transfer of the Virgin Is- 4 lands from Denmark to the United States, Peter G. 5 Thurland, Sr., joined the United States Navy on 6 June 12, 1917, and served as a member of the Navy 7 Band; 8 (4) he worked on the construction and design of 9 the Christiansted Bandstand, where he played with 10 the Christiansted Naval Band at their monthly con- 11 certs until he was honorably discharged in Septem- 12 ber 1921; 13 (5) he is renowned in his native Virgin Islands 14 as a master craftsman and a skillful cabinetmaker; 15 (6) in 1938, Peter G. Thurland, Sr., founded 16 the St. Croix Community Band and trained many 17 young musicians who performed free at monthly con- 18 certs at the Christiansted Bandstand; 19 (7) he conducted the St. Croix Community 20 Band until his retirement for health reasons in 21 1968, at which time he turned over the leadership 22 position of the band to his son; and 23 (8) it is a fitting tribute to his leadership, cour- 24 age, and contributions to the community of St. Croix 25 3 •HR 4338 IH to designate the Christiansted Bandstand in honor 1 and memory of Peter G. Thurland, Sr. 2 SEC. 2. DESIGNATION. 3 The bandstand commonly referred to as the ‘‘Chris- 4 tiansted Bandstand’’, located at the Christiansted Na- 5 tional Historic Site, St. Croix, Virgin Islands, is des- 6 ignated as the ‘‘Peter G. Thurland, Sr., Bandstand’’. 7 SEC. 3. LEGAL REFERENCES. 8 Any reference in any law, regulation, document, 9 record, map, or other paper of the United States to the 10 Christiansted Bandstand, referred to in section 2 is 11 deemed to be a reference to the ‘‘Peter G. Thurland, Sr., 12 Bandstand’’. 13 Æ
