NPS must approve subgrant announcement prior to announcing availability of subgrants NPS must approve model subgrant agreement prior to award of subgrant NPS must approve model easement prior to first easement being executed Before a Subgrant is Finalized START Abbreviations DOE HPF NEPA NHL NPS NR PADB STLPG Determination of Eligibility Historic Preservation Fund National Environmental Policy Act National Historic Landmark National Park Service National Register of Historic Places Project Activity Database State, Tribal, Local, Plans & Grants Division Emergency Supplemental Historic Preservation Fund (ESHPF) Grant Eligibility Flowchart National Park Service U.S. Department of the Interior State, Tribal, Local, Plans & Grants Division (1) Determination of Eligibility (DOE) criteria are based on whether the project entails development on an individual property or within a district: (2) If date of action and statement of condition do not still allow for a question of integrity, Prime Awardee must have provided current, and if possible, older photographs. Individual Property Criteria  Completed Form (typically “Standard Resource Identification”)  Photographs and Maps to evaluate the property District Criteria  Rough Boundaries of District  Statement of Significance  Period of Significance  Evaluative statement setting standard for contributing resources  Representative Photographs and Maps National Register Determination completed STLPG Approves the Project (or approves with conditions) and notifies Prime Awardee STLPG updates PADB with Project Approval Project is NOT Eligible for HPF Disaster Recovery Prime Awardee notified by STLPG that project is not eligible for funding Prime Awardee may select another project to submit for consideration If Project pertains to Archeology If Project is a Building Disaster Grant Manager documents the review for completeness of application materials Preservation Archeologist documents the review for completeness of application materials STLPG receives and begins application review Non-Development Project OR Property/District is Already Listed in the Register No Previous Formal Evaluation of Property Determined Eligible Under Section 106 Prime Awardee must have provided sufficient information for the NPS to concur in eligibility finding (1) Prime Awardee must have provided date of action and statement of condition/longevity (2) Preliminary NR review completed NR Agrees on Eligibility NR sends a consensus Determination of Eligibility (DOE) memo to STLPG NR Disagrees on Eligibility STLPG notifies Prime Awardee Decision referred to the Keeper of the National Register Keeper Determines Eligible for NR Property/District is Potentially Eligible for the National Register All Application Materials (and DOE if applicable) go to the STLPG Technical Reviewer Project is Non-Development Project is Development Technical Reviewer evaluates Full Project Information against 3 criteria:  Secretary of the Interior’s Standards  Technical Components  NEPA Technical Reviewer evaluates Full Project Information against 2 criteria:  Secretary of the Interior’s Standards  Technical Components NEPA not required due to the categorical exclusion in the grant agreement. Project is Eligible for HPF Disaster Recovery Project is NOT an NHL Project is within an NHL Technical Reviewer notifies applicable NPS Regional Office Regional Office Approves Regional Office Does NOT Approve Keeper Determines Not Eligible For NR initial review completed Technical Review completed
