Ist Member for Frederiksted Town (Jackson) brought in the following amendment: Under The Public Works Department, sub-item 49 SALARIES. Change “dork. Frs. 2.160" to ''Clerk, Frs 3,000.”’ D HAMILTON JACKSON, Ist Member for Frederiksted Town. June 29, 1923. 2ad Appointed Member (N»ll) remark- ed: Mr. Vice-Chairman. Frs. 500 is not sutfici-nt an amount to supply the Court with the eontinuation of its library. Just take the Library as we have it. A num- ber of books has to be purchased, and if we are to eontinue to keep the law libra- ry up to date the amount as recommend- ed ([F'rs. 500) witl not be sufficient. The amount shonld be Frs. 1,500 as proposed by the Honorable 15t Member for Fred- eriksted Town. Ist Member for Frederikstzd Town (Jackson) remarked: Mr. Vice-Chairman, I think we are all anxious to see justice done in this communitv. If this is to be done then we must have the equipment. We have a Library which is incomplete. It needs a full st of reports. Our Code is tuken from the Alaska and Oregon Codes, and we are supposed to rely on those courts for authority. The amount we had on the budget originally was Frs. 2.500; I was quite willing to let that amount remain without change. Very little can be done by the amount allotted by the Committee in buying books for the Library. For example, the reports which I referred to will cost something like %800, and the amount budgetted can aaly keep up the library inits present condition. In my admentmentI have asked for only Frs. 1,000 more than the amount recommended by the Municipal Commi:ttee, and yet that will not be suilicient. 4th Member for Frederiksted Country Distriect (Andersen) remarked: Mr. Vice Chairman. If books and libraries are all that are necessary for the dis- Lensation of justice, by all means fill a house with thewr. ‘Lhe Municipal Com- mittee has been charged with undue economy, but it only «id what it thought reasonable. If we were sure that the money budgetted for equipment would be .used execiusiveiy for purchasing books, well and good, but if for other L urposes it should not be allowed. Ist Menner for Frederiksted Town (Juckson) remaried: slr. Vice-Casirman, ST 12 2D I take for granied that when the budget calls for certain amount under a certain heading, that amount should be spent for that purpose, if not it should be returned to the Colonial Treasury at the end of tue fiscal year. ’ 4th Member for Frederiksted Country District {Andersen)} remarked: Mr- Vice-Chairman It might be spent for typewriters, desks and what not. It is not specifically stated what it shall be spent for. Government Secrvetary '‘Gaffney): The atnendment calls for Frs. 1,500 whien will be needed to conticue contracts and extend the library aad for other equip- ments. The Vice-Chairman remarked: It is very essential that we have justice, but we will soon be “‘up against’”’ the Kduca- tional Department]” and if we increase one we will have to ircrease the other and the poliey to keep tne budget within a reasonable amount wili fail. Ist Member for Frederiksied Town (Jackson) remarked: Me. Vice-Chairman. I ain interested in economy, but 1 am not go'ng to cut down the budzet to the de- triment of the p..ple of this island. Os course, the Honorable Member does not see as | do, but there are two other Law- yers heare in the Hail and can support my? contention that the amount is need- ed. The explaration given by the Honorable 4th Member for Frederiksted Country Distriet is quite satisfactory, butI anp not going to vote for salaries until these departments are changed to suit munici- pal needs. Ist Member for Christiansted Town (Abramsoi) remarked: Mr. Vice Chair- m2i. [ am in harmony with tnhe re- marks of the last speaker. Very oiten complaints have reached me in con- neciion with the Prison Department. Quite recently a ecomplaint reached me that the sugar given to pris: oners is unwholesome. I would not like either my brother or my son to par- take of what I deem unfit for numan use. Therefore let us not give the pri- soners anything that iz unfit for use, 3rd Member for Christiarsted Town (Alexander): Mr. Viee-Chairmasn. The position referred to by the Honora- ble 3rd Memkber for Christuiansted Town is the cook at Frederiksted Prison, and who is aiso the Assistant Matron, be- cause we {requently have ;female prison- ers there and it is necessary to have her search them. With regard to _he re- mark made by the Honorable Ist Mem- ber for Christiansted Town touching sugar, | ihink | can refer to the Munici- pal Cominirtee who recently visited the Ricomoud Penitentizry and tasted the sugar. 1 don’t think that any sugar has been bought for the Prison and Police Departuicr:ts from the Honoraole Mem- ber.
