Records of the United States Government - 17 USC 105, and this is the one source where that citation genuinely applies (it does NOT reach territorial material). NARA also states rights per record in useRestriction/accessRestriction and those are carried into the catalogue per document. 'Restricted - Possibly' and 'Undetermined' are NARA CATALOGUING PLACEHOLDERS meaning unadjudicated, not prohibitions - NARA serves those files publicly, and refusing them cost the Truman Library's ten-part Hastie interview on the first run.

DESCRIBE THE PRESENT AND ORIGINAL (IF KNOWN) PHYSICAL APPEARANCE Green Kay is located 3.3. miles east of Fort Christian, Christiansted, St. Croix. The 19th century site contains three significant buildincp that were part of the typical sugar plantation: a factory, mill, and a bell tower. The buildings are in an uneven state of ruin - the mill and belltower are in fair condition, but the factory is badly deteriorated. The mill and belltower have inscribed dates of 1804 and 1833, respectively, but the date on the belltower may have been added later. The factory, which lies between the site of the old slave quarters to the south and the mill, is significant as an example of the typical T-shape plan for sugar factories on St. Croix. Constructed of ballast brick and rubble masonry, and originally stuccoed, the building is one-story. The base of the T, forming the long north-south axis of the building measures about 64' x 40', while, due to its inaccessibility, the east-west cup of theT could not be measured. The base of the T measures six bays by two bays. Only the south wall of the cap of the T remains with three bays. Original bay division for the ends is not immediately discernable. The window openings are splayed toward the interior, and have flat, jack arches with brick voussoirs with no keystones. The windows were originally fitted with wooden bars. Measured at the window openings, the wall is about 20" thick. The division of space in the interior is achieved by an arcaded wall, which partitions the long rectangle into two sections. The arches of the wall are round, and spring from flat, unmolded imposts. The columns are supported by plain, square pedestals. Lateral arches further divide the main floor into a series of rooms. A series of subterranean rooms is located below the main floor in both sections of the factory. The means of access to these rooms is not discernible. The windows are deeply recessed into niches in the interior, and have masonry- covered soffits. There are otherportions of stucco finish on sections of wall in the interior. The roof was gabled, in masonry and a portion of a gable remains, at the north end. There are no traces of the original roof sturcture. The mill is immediately north of the factory. It is the typical tapering drum (or cone) shape found on all the islands. The mill is about 35' high and 30' 6" in diameter and is constructed of ballast brick and rubble masonry. It retains much of its original stucco finish. There is no roof. There are four arched window and door openings. The main entrance, to the north, is a long narrow arch, extending almost the full height of the mill wall. Access to the raised, grinding floor of the mill is provided by steps in the entrance. On the west, there is a window opening. continued. . . On the south, a window is located two thirds down from the top of the wall. All the openings have dressed stone surrounds. The bell tower, about 25' high, lies about 60' northwest of the mill on a slightly higher grade. It is constructed of dressed limestone and rubble masonry, with a lower tier of piers splayed to the outside, supporting two higher tiers of piers, and the inside wall forming a tall narrow arch. There is a keystone at the head of the arch, followed by two masonry bands, and a molded cornice band. A central plaque betwen the masonry bands in incised 1833. 4 ■/’S' - i GPO 892 455. 01 SIGNIFICANCE PERIOD —PREHISTORIC —1400-1499 —1500-1599 —1600-1699 X_1700-1799 i^1800-1899 —1900- AREAS OF SIGNIFICANCE - CHECK AND JUSTIFY BELOW —ARCHEOLOGY-PREHISTORIC —ARCHEOLOGY-HISTORIC ^AGRICULTURE -^Architecture __ART —COMMERCE —COMMUNICATIONS —COMMUNITY PLANNING —CONSERVATION —ECONOMICS -LANDSCAPE ARCHITECTURE -LAW -LITERATURE —EDUCATION —ENGINEERING —EXPLORATION/SETTLEMENT —INDUSTRY —INVENTION —MILITARY —MUSIC —PHILOSOPHY —POLITICS/GOVERNMENT —RELIGION —SCIENCE —SCULPTURE —SOCIAL/HUMANITARIAN —THEATER —TRANSPORTATION —OTHER (SPECIFY) SPECIFIC DATES BUILDER/ARCHITECT STATEMENT OF SIGNIFICANCE Green Kay is an excellent example of an 18th and 19th century St. Croix sugar plantation and factory. A plantation at Green Kay was owned by Pieter Heyliger, Sr. in 1754 and by his son, Pieter Heyliger, Jr. in 1776. The sugar mill dates from 1804 and the bell tower, which was used to call slaves to labor, dates from 1833. The site at Green Kay includes a complete collection of buildings required for the production of sugar, including a fine example of the T-shaped factory typical for St. Croix, especially noteworthy for its subterranean storage rooms. Both the mill and tall, well detailed belltower are in a good state of preservation. y ^ «:••• f --W I •» I ♦< X T C' VC-*' : ■ : iCr " ' M f r ’ .........r . > I o r fp 1 •>.]». 5 !.
