He, likewise, is a father of three; two sons, Draven Duncan and Quill Duncan, and one daughter, Sydney Duncan; and WHEREAS, Timothy “Tim” Theodore Duncan attended the Freewill Baptist School, the St. Mary’s Catholic School and graduated from the St. Dunston’s Episcopal School on the island of St. Croix in 1993; and WHEREAS, Timothy “Tim” Theodore Duncan spent his early athletic years swimming and was the top U.S. …
