Monday, May 10, ™ 1920, the Colonial Council of St. Croix held an extraordinary meeting at the Council Hall in Christiansted con- vened by request of Government. The so lowing members were present: The Chairman (Merwin), A. E. Stake- mann, D. Noll, Thos. Ramsay, K. Hen- derson, A. J. Blackwoo !, W. S. Abram- son, F. Lunney, W, H. MacKay, D. C. Canegata, W. L. Pentheny, F. Couiter, GG. B. Fieming and D. S. Armstrong. 2nd Member for Frederiksted Country District [M. M. Skeoch] sent in an ex- cuse of his inability to attend the meet- ing. Furthermore were absent, 3rd Member for Frederiksted Country Dis- trict (Nordby), and Ist Member for said District [Andersen]. and 3rd Member for Christiansted Country District (Robt W. Skeoch). His Exce lency the Governor Admiral Oman, * Despatehing Secretary [Com- mander Colby] and Captain White at- tended the meeting. After prayers had been said the Chair- man remarked: Honorable members the proceedings of the last meeting of the Council have been duly published in the 'St Croix Avis’”’ as customary and if there is no objection I will consider same tacitly adopted. There being no objection the Chair- man declared the minutes as published tacitly adopted. The Chairman then read the following communications received since the last meeting: 1. Letter from Government of May 8, 1920 forwarding Draft of Ordinance in connection with the establishment of libraries in the Island. Continuation of 2nd Discussion on Colonial Council Bill No. 29, Draft of an Ordinance, introduced by Gov- ernment, establishing and declaving the organization of the Judiciary and Educational Departments of the Vir- gin Islands of the United States ete. Ist Member for Christians‘ed Country District (Stakemann) remarked: Mr. Chairman. I would like o ask if we ean get certain elucidations in regard to certain question. At thz last meeting it was said that the bill which I introduced regarding the employmer.t of employees, if passed would limit the power of the Governor; on the strength of that state- ment I withdrew the bil!; of courseI am getting old a:d my brain may not be as good as it was years ago, nevertheless, if that bill was in conflict with the Or. ganic Act, how then, can it he proposed in the measure before us that the Govern- or will have power to appointa judge and the judge can appoint his clerks? That seems more in favor of limiting the power of th.e Governor. Is this measure considered more compatible than the bil] which I introduced? That’s the question I would like to get elucidations on.
