ROLL CALL A quorum was established. APPROVAL OF MINUTES FOR APRIL 11, 2014 Chair Morgan entertained a motion to approve the minutes of April 11, 2014 as revised by Senator Barry. The motion was moved by Senator Barry and seconded by Senator Francis. The motion carried unanimously and was approved. ROLL CALL A quorum was established. APPROVAL OF MINUTES FOR APRIL 11, 2014 Chair Morgan entertained a motion to approve the minutes of April 11, 2014 as revised by Senator Barry. The motion was moved by Senator Barry and seconded by Senator Francis. The motion carried unanimously and was approved. REPORTS Appointments/Searches – Senator Hall An internal candidate applied for the Provost position and was proceeding through the interview process. Recommendations from the Committee Chair, Frank Mills, will be forwarded to President Hall. There were three finalists for the Chief of Security position. Two of the three candidates were invited on campus to meet with staff. The Dean of Students Affairs candidate on the Albert A. Sheen Campus was selected. Provost McKayle will send an official announcement to the University community in the near future. The search for the Director of the Center for Student Success and Honors Program was in progress. A candidate was selected; however, the candidate declined the offer. A new search will be forthcoming. The Dean of Business search was near completion. The Committee will evaluate and compile the responses from the assessment forms. Thereafter, the Committee will provide a recommendation to Provost McKayle and President Hall. Mr. Charles “Ron” Meek was appointed as the new Human Resources Director as of May 5, 2014. The search committee for the Dean of School of Nursing provided three recommendations to Provost McKayle. The Provost met with two of the three candidates via telephone. A candidate will be selected by the Fall 2014 semester. Initiative Updates – Senator Hall Several committees to the Board of Trustees began forwarding recommendations to the Board. The Finance and Budget Committee will present the FY 2015 budget proposal to the Board at the June meeting. President Hall asked Governor deJongh to maintain the University’s budget level from FY 2104, which was confirmed. The Committee also began discussion on the Career Advancement policy; however, due to time constraints, a special meeting will be scheduled to discuss further. Thereafter, the policy will be presented to the full Board, if available. Tenure recommendations were forwarded to President Hall and Provost McKayle; however, President Hall and Provost McKayle were unable to discuss those recommendations at the Senate due to the restriction of discussing personnel matters in a public forum. The recommendations will be forwarded to the full Board for consideration. The regularly Key Performance Indicators (KPIs), risk management and Building and Grounds reports will be shared with the full Board. The School of Medicine gift announcement was sent to the University community and public. Representatives from the Liaison Committee on Medical Education (LCME) met with management to move forward. The University must complete two tasks in the very near future, which are: 1. Hire an interim dean to lead the effort. 2. Complete and submit UVI’s application to LMCE. An announcement will be forthcoming. The Economic Impact Analysis draft report was received. UVI’s administration reviewed the report and provided recommendations, to include the medical school project, to the consultants to integrate into the final report, which should be completed by the end of May. The final document will be shared with the University community. As of the week of May 5, 2014, the Hamilton Lavity Stoutt Community College in the British Virgin Islands signed a Memorandum of Understanding (MOU) with the University of the Virgin Islands. Confirmations are pending from the governments of Anguilla, Grenada and Antigua. The University will follow‐up with St. Vincent and the Grenadines, St. Lucia, and St. Martin in the near future. The Middle States Accreditation periodic review will commence at the end of Fall 2014. The Institutional Effectiveness and Assessment Advisory Board (IEAAB) will develop a plan for the affirmation of accreditation. The Board will also develop a self‐study for the 2016‐2017 meeting and submit interest to compete for the Baldrich Award for excellence in education. Senator Koopmans indicated that the University now has access to the Strategic Planning Online (SPOL) software to conduct and report on strategic planning, budgeting, assessment and accreditation; appropriate accreditation standards will be uploaded. Training will be facilitated by the Center for Excellence in Teaching and Learning (CETL). Meeting was interrupted and room was evacuated due to a campus emergency, bomb threat. Academic Updates – Senator McKayle‐Stolz After successfully addressing the issues/recommendations indicated in the last accreditation report, the School of Business reapplied for accreditation. The School of Business is now accredited without any recommendations. The School of Nursing Bachelor of Science degree program was granted accreditation until 2019; however, recommendations were made, which will be addressed accordingly. As part of the Strategic Plan, the Master Teacher initiative plan was developed with representation from all schools and colleges. The initiative was renamed to the Master Instructor Program. The group developed standards, in which professional development, feedback from all stakeholders, pedagogical and technology practices and other factors were integrated. The proposal was approved by the faculty group. Senator McKayle thanked the Committee members for their leadership. The School of Education accreditation status is pending until October 2014 to allow the University sufficient time to submit requested information. Campus/Student Programs – Senator McKayle New upcoming collaborative programs for the summer include the Earth program with Iowa State University. Student interns from Iowa State University will travel to St. John each year, which they will reside and work as part of the program. As of Summer 2014, the program was opened to UVI students. For the Spring 2014 semester, UVI had one student participate in the Washington Center program. Overall, eight students applied and were accepted into the program. Those students will travel to the Washington Center, enroll in courses, and receive relevant University credit(s) towards their degree program. Each student will also receive a stipend. Auburn University in Alabama, in collaboration with the University of the Virgin Islands, were the process of developing a program to expose incoming freshmen to international experience on UVI St. Thomas campus, prior to their first semester at Auburn. In addition, there will be summer music campus with Professor Venzen during the summer. Lastly, the Summer Bridge, Junior University, Math Behind the Science, Summer Institute for Global Leaders, Entrepreneurship Business Institute programs will take place during the summer. Past and Upcoming Events – Senators Hall and McKayle The College of Liberal Arts and Social Sciences held a reception for its graduates on May 15, 2014. In addition, there was a candle light reception event on the Albert A. Sheen campus to recognize the Class of 2014 accomplishments, which was led by the Provost office. The event was later named, Lighting the Pathways to Greatness. President Hall challenged the Class of 2014 to pass on the tradition to future classes. The St. Thomas graduates also hosted a reception at the President’s guest house. Senator Hall will meet with leaders on the St. Thomas campus to host a similar candle light reception activity. On May, 16, 014, the School of Nursing will host a pinning ceremony; the pinning ceremony began in the early 1800s. The Caribbean Writer upcoming edition is moving forward and will be published by early Spring. The student orientation will be replaced with the student convocation, which faculty on both campuses will attend the respective events wearing their regalia. UVINext Discussion – Senator Davies UVINext was in rough draft. Feedback from all constituent groups was due immediately; hence, faculty agreed to submit a formal response to the President’s office by May 19, 2014. The administration will review and focus on specific areas and provide recommendations to the Executive Committee by the first week in June. Thereafter, the final report will be presented to the full Board for consideration, if available. NEW BUSINESS Election of New Chair and Co‐Chair Chair Morgan term as the Chair will expire at the end of the Spring 2014 semester; hence, a new Chair and Vice will be nominated. Nominations were placed on the floor; however, some Senators declined serving in such roles. Senator Francis however, agreed to serve as Vice Chair when a Chair has been selected. Chair Morgan will continue to serve as the Chair until a replacement has been selected. Chair Morgan will initiate an electronic nomination slate for Chair and Vice Chair. Chair Morgan entertained a motion to adjourn the meeting at 2:51pm. The motion was moved by Senator Barry and seconded by Senator Santiago‐Silver. The motion carried unanimously and was approved.
