ACTNO, 71990 BILL NO. 28-0258 TWENTY-EIGHTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2010 An Act honoring and commending Mr. Eduardo “Nandy” Martinez-Rosario, Sr., posthumously for his contributions to the preservation and promotion of the Virgin Islands “way of life” and naming the Christiansted Boardwalk, the Eduardo “Nandy” Martinez-Rosario, Sr. Boardwalk, and making an appropriation for appropriate signage a | WHEREAS, Mr. Eduardo “Nandy” Martinez-Rosario, Sr., was born on January 6, 1929, in Culebra, Puerto Rico, and was the third eldest child born to Maria Rosario-Rivera and Evangeliste "Bangera" Ayala and the brother of Santa, Juan, Antonio, and Jose; and WHEREAS, Mr. Eduardo “Nandy” Martinez-Rosario, Sr. was later adopted by his stepfather, Jose Martinez., and while still an infant was brought to live on St. Croix, Virgin Islands, where he ultimately would spend most of his life; and WHEREAS, Mr. Eduardo “Nandy” Martinez-Rosario, Sr. attended the St. Mary’s Catholic School in Christiansted, St. Croix; and WHEREAS, Mr. …
