June 13, 2022 Honorable Jean-Pierre Oriol Commissioner Department of Planning and Natural Resources 45 Estate Mars Hill Frederiksted, VI 00821 RE: PUBLIC WORKS KINGSHILL CEMETERY CHAPEL PLOT 24-A, ESTATE UPPER BETHLEHEM CHRISTIANSTED, USVI 00820 The Department of Public Works (DPW) respectfully requests a Federal Consistency Determination for the Kingshill Cemetery Chapel (FEMA Project No.: 123096, P/W No. 1069). DPW intents to rehabilitate and enhance the Chapel to make it operational and fully code compliant with IBC-2021. The structure will be remodeled to include, but not limited to, the following: • ADA compliant restrooms; • New hurricane impact resistant windows and doors; • New interior flooring and exterior driveway surface treatment; • New interior and exterior painting; • New electrical wiring and lighting. In addition, all overhead electrical and site lighting service lines will be relocated underground which will serve to both mitigate the hazard of fallen power lines during a storm event, and also to remove a visual “eyesore” and enhance the aesthetics of the site. …

DPW has a tentative date to commence construction activities in August 2022. Request for all necessary jurisdictional permits will be submitted in advance and all approvals will be in hand prior to start. The proposed activity is consistent with the requirements of the Virgin Islands Coastal Zone Management (CZM) Program to the maximum extent practicable. Attached to this cover letter is a detailed description of the project including engineered plans, maps and reports that illustrate the project’s compliance with CZM mandates.
