Both eye witness and an inspection has yielded the common conclusion that current the roofing is insufficient and is the main cause of infiltration. The inspection performed by Mr. Flemming and Mr. Farquhar from the Dept. of Public Works found that sections of the elastomeric coating over the lobby extending to the Property Division has failed.
