These gentlemen questioned this view, in other words, they say in efl ct this, that if Congeress had intended that the appropriations for these islands he donations they would have stated that, Accordingly the Governor felt that until a final decision was reached regarvding this he wouli taks no ction that would stand in his way it he is called upen to return to the Treasury at the end of the fiscal year whatever balance there may be remaining out of the Federal appio- priation. He admin- istered the courts with satistaction to all and wich that mercy which bespeaks justice for alt.
