For a legal opinion, please indicate as specifically as possible the legal question to be addressed. X DR ATURE T FOR: DRAFTING REQUEST FORM THIRTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS The witness is required to appear on Friday, April 17, 2026, at 10AM, in the Frits E. Lawaetz Legislative Conference Room, St. Croix. SHE shall provide: A written statement outlining the Office of Disaster Recovery’s role and involvement in the project A timeline of ODR’s involvement, including when and why the Office became engaged Documentation of all coordination with federal agencies, including FEMA, related to floodplain or regulatory requirements A timeline of all federal reviews, approvals, or determinations associated with the project All correspondence between ODR and local agencies, including DPW and DPNR, related to compliance or project delays Identification and explanation of any delays attributable to federal coordination, compliance requirements, or ODR processes Documentation of any compliance issues, redesign requirements, or regulatory findings that impacted the project timeline, size, or cost SHE is further required to produce all requested documents no later than 48 hours prior to the scheduled hearing. 3. Details of Request, including the problems to be solved and how the measure will be implemented and enforced, if applicable (attach additional sheets, if necessary), the funding source of any appropriation, effective date or duration of the measure: SUBPOENA OF THE PAUL E.
