COMMITTEE OF THE WHOLE/FLOOR BILL NO. 36-0189 Thirty-Sixth Legislature of the Virgin Islands September 17, 2025 An act ratifying the Second Renewal of Group Medical Health Insurance Agreement between the Government of the Virgin Islands (“GVI”) and Cigna Health and Life Insurance Company (“Cigna”); the Second Renewal of Group Dental Health Insurance Agreement between the GVI and Cigna; the First Renewal of Voluntary Critical Illness, Voluntary Accidental Injury, and Voluntary Hospital Care Insurance between the GVI and Cigna; and the Second Amendment to the Agreement for Medical Insurance between the GVI and United Healthcare Insurance Company and its affiliates PROPOSED BY: Senator Milton E. Potter by Request of the Governor WHEREAS, pursuant to 3 V.I.C. § 632(a), the Virgin Islands Health Insurance Board of 1 Trustees, with the approval of the Governor of the Virgin Islands and the Legislature of the 2 Virgin Islands, is responsible for establishing a health insurance plan for Government officers 3 employees, retirees, and their dependents; and 4 WHEREAS, the Governor of the Virgin Islands has approved the health insurance 5 contracts negotiated by the Health Insurance Board of Trustees between the Government of the 6 Virgin Islands and Cigna Health and Life Insurance Company and the Government of the 7 Virgin Islands and United Healthcare Insurance Company and its affiliates; and 8 WHEREAS, pursuant to 3 V.I.C. 633(b), a contract for health insurance approved by the 9 Governor must be submitted to the Legislature for the Legislature’s approval; Now, Therefore, 10 Be it enacted by the Legislature of the Virgin Islands: 11 2 SECTION 1. Pursuant to 3 V.I.C. § 633(b), the Legislature of the Virgin Islands ratifies 1 and approves the agreements in this section which are attached to and made a part of this act: 2 (1) SECOND RENEWAL OF GROUP MEDICAL HEALTH INSURANCE 3 AGREEMENT entered October 1, 2025, by and between the Government of the Virgin 4 Islands, through the Health Insurance Board of Trustees, the Virgin Islands Port 5 Authority, the University of the Virgin Islands, the Virgin Islands Housing Authority, 6 Non-Profit Organizations defined as eligible by the Government, and Frederiksted Health 7 Care, Inc. and Cigna Health and Life Insurance Company. 8 (2) SECOND RENEWAL OF GROUP DENTAL INSURANCE AGREEMENT 9 entered October 1, 2025, by and between the Government of the Virgin Islands, through 10 the Health Insurance Board of Trustees, the Virgin Islands Port Authority, the University 11 of the Virgin Islands, the Virgin Islands Housing Authority, Non-Profit Organizations 12 defined as eligible by the Government, and Frederiksted Health Care, Inc. and Cigna 13 Health and Life Insurance Company. 14 (3) FIRST RENEWAL OF VOLUNTARY (EMPLOYEE-PAID) CRITICAL 15 ILLNESS INSURANCE, VOLUNTARY (EMPLOYEE-PAID) ACCIDENTAL 16 INJURY INSURANCE, AND VOLUNTARY (EMPLOYEE-PAID) HOSPITAL CARE 17 INSURANCE entered October 1, 2025, by and between the Government of the Virgin 18 Islands, through the Health Insurance Board of Trustees, the Virgin Islands Port 19 Authority, the University of the Virgin Islands, and Frederiksted Health Care, Inc. and 20 Cigna Health and Life Insurance Company. 21 (4) SECOND AMENDMENT TO THE AGREEMENT FOR MEDICAL 22 HEALTH INSURNACE entered January 1, 2026, by and between the Government of the 23 Virgin Islands, through the Health Insurance Board of Trustees, the University of the 24 3 Virgin Islands, and the Virgin Islands Housing Authority, and United Healthcare 1 Insurance Company and its affiliates. 2 BILL SUMMARY 3 This bill approves the Second Renewal of Group Medical Health Insurance Agreement 4 between the Government of the Virgin Islands (“GVI”) and Cigna Health and Life Insurance 5 Company (“Cigna”); the Second Renewal of Group Dental Health Insurance Agreement 6 between the GVI and Cigna; the First Renewal of Voluntary Critical Illness, Voluntary 7 Accidental Injury, and Voluntary Hospital Care Insurance between the GVI and Cigna; and the 8 Second Amendment to the Agreement for Medical Insurance between the GVI and United 9 Healthcare Insurance Company and its affiliates 10 BR25-0851/September 17, 2025/GC 11 G36-033 12
