WAIVER OF LOCAL MATCHING REQUIREMENTS. 1 (a) WAIVER OF CERTAIN MATCHING REQUIRE- 2 MENTS.—Section 501 of the Act entitled ‘‘An Act to author- 3 ize certain appropriations for the territories of the United 4 States, to amend certain Acts relating thereto, and for other 5 purposes’’, approved October 15, 1977 (48 U.S.C. 1469a; 6 91 Stat. 1164) is amended— 7 (1) in the last sentence of subsection (d), by 8 striking ‘‘by law’’; and 9 (2) by adding at the end the following new sub- 10 section: 11 ‘‘(e) Notwithstanding any other provision of law, in 12 the case of American Samoa, Guam, the Virgin Islands, and 13 the Northern Mariana Islands, each department or agency 14 of the United States shall waive any requirement for local 15 matching funds (including in-kind contributions) that the 16 insular area would otherwise be required to provide for any 17 grant as follows: 18 ‘‘(1) For a grant requiring matching funds (in- 19 cluding in-kind contributions) of $500,000 or less, the 20 entire matching requirement shall be waived. 21 ‘‘(2) For a grant requiring matching funds (in- 22 cluding in-kind contributions) of more than $500,000, 23 $500,000 of the matching requirement shall be 24 waived.’’. 25 3 •HR 2826 RH (b) CONFORMING AMENDMENT.—Section 601 of the 1 Act entitled ‘‘An Act to authorize appropriations for certain 2 insular areas of the United States, and for other purposes’’, 3 approved March 12, 1980 (48 U.S.C. 1469a note; 94 Stat. 4 90), is amended by striking ‘‘, and adding the following 5 sentence’’ and all that follows through ‘‘Islands.’ ’’. 6 (c) STUDY.—Not later than 2 years after the date of 7 the enactment of this Act, the Secretary of the Interior shall 8 complete and submit to the Committee on Resources of the 9 House of Representatives and the Committee on Energy and 10 Natural Resources of the Senate the results of a study of 11 the implementation of the amendments made by subsection 12 (a). 13 Union Calendar No. 461 107TH CONGRESS 2D SESSION H.
