In confirmity with Par. 2of the Rules of Business, the Council seperated itse!f into two divisions; and 3rd Member for Frederiksted Country District (M. M. Skeoch) and 4th Member for said District were appointed speakers of the respective divisions; and after the Patents had been examined, Member M. M. Skeoch, speaker for one of the divi- sions, reported that he had found the Appointment f Amos Randolph Mec Intosh in orvder, but that the Patent of Election of Holger Jessen was not quite it order. |Member G. B. Fleming, speak- er of the other division reported that he had found the Patent of Election of John L. Curry in order. The Chairman remarked: The letter of Appointment of Amos Randolpa Mec Intosh, and the Patent of Election of John L. Curry having been found in order, and they having signed the oath, they are both entitled to sit and vote in the (“ouncil. ; The Viee-Chairman further remnarked: With regard to the Patent of Election of Holger Jessen. he does not present a patent of election, but a communication from the Chairman of the Electoral Board iaforming him that he has been elected to the Council with 39 votes. " The Chairman of the Electoral Board is - present, and states that the Paten' of ~ Election was mailed to the Member. There 18 no question as to whether the - Member was elected to the Council; I . will leave it to Members to decide wheth- . er the Member will be allowed to sit and . vote until he is able to produce his Patent . of Eleetinn. : 4th Appointed Member (Blackwood) % and 4th Member for Frederiksted Coun- , try District (Fleming) moved that ' the Member be allowed to sit and | vote in the Council until he is able to . produce his Patent of Election. ? 2nd Member for Christiansted Town . (Canegata) remarked: Inasmuch as ~ both members of the Electural Board are . Members of the Council. I will ask them | to make a statement as to whether they %iszned a Patent of Election for the Mem- i ber. | 3rd Member for Frederiksted Country .~ District (Robt. W. Skeoch) said, —I did ' not sign a patent of alection for the ' Member. ; 2nd Member for Christiansted Country | District (Nelthropp) said,—l did not sign ' a p tent of election for the Membher. | 2nd Member for Christiansted Town | (Canegata): I would like to know what | the Board did? l The Chairman in reply to the last . speaker said.—There are only two mem- | bers who can explain that, and they are | the two members of the Board. ‘ 4th Appointed Member (Blackwood) re- marked: Mr. Chairman, Whether the Member takes his seat today or not, that will have no effect on the business before the House. The Chairman remarked: If the Mem- bers of the Electoral Board will make a statement that the Member was :lect- ed, I will put to the vote whether he should sit in the Council and vote until he is able to produce his patent of election. 3rd Member for Christiansted Country District (Robt W. Skeoch): Mr. Chair- man. lam prepared to swear that Mr. Holger Jessen was elected with 39 votes to the Counecil. : 9nd Member for Christiansted Country Distriet (Nelthropp): Mr. Chairman. So am 1. It was then put tothe vote ard un- animously carried that the Member sit and vote in the Council until -he is able to produce his Patent of Election. The Couneil having given its consent, and the Member having signed the oath, the Chairman declared that he is entitled to sit and vote in the Council. Item 2. Colonial Council Bill No. 8. Additional Money Bill to the Budget for the Municipality of St. Croix for the fiscal year ending June 30, 1922, to the Department of Educatlon, Maintenance, is hereby granted from funds in the Municipal Treasury, not otherwise obligated the sum of Frs. 15,000, to provide means for building a two room school house at Estate ‘‘Annally”” Introduced by 4th Appointed Member (Blackwood). 4th Appointed Member (Blackwood) re- marked: Mr. Chairman. Since the in- troduction of this bill the Municipal Committee sat on the question, and it was found out that instead of an en- rollment of forty pupils as report- ed by the Director of Education there will only be about three or four, as all the Roman Catholic children on the Northside are going to school at Frederiksted: it is therefore the censen- sus of opinion of rhe Municipal Com- mittee and the Director of Education that the bill he withdrawn. As the pro- ponent Itherefore beg that the bill be withdrawn. The Chairman remarked: The Honor- able Member lwho has proposed the bill begs to withdraw it. According to the Rules of Business if. no other m2m- ber wishes to take up the measure, 1 will consider it withdrawn. No other member expressing a desire to take up the bill, it was withdrawn. The Chairman remarked: 1 received a communication from His Excellency the Governor that he desires to address the Council, if Members will keep there seats I will send for the Covernor. LOCAL. The Mystery arrived at Frederikstead thisa. m. with eighty odd bags mail. Monday being Labor Day, a public holiday, there will be no issue of this paper. We have been asked to mention that there will be no concert on the Wharf to- morrow evening. The next concert will be announced next week. We take great pleasure in wishing the excursionists leaving here to-night for St. Thomas at 10 o’clock with |the Sloop ‘‘Mizpah’’a pleasant passage, and hope
