ACTNO. 8421 BILL NO. 33-0150 THIRTY-THIRD LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2020 An Act posthumously honoring and commending Manassah Francis for his significant entrepreneurship and service to the people of the Virgin Islands ee! | ae WHEREAS, Manassah Francis was born on September 7, 1908, in Guantanamo Bay, Cuba; WHEREAS, Manassah was affectionately known to his friends and loved ones as “Jake”; WHEREAS, Manassah moved to St. Thomas, Virgin Islands in 1926, for a better life and new opportunities; WHEREAS, Manassah made St. Thomas his home and dedicated his life to improving his home; WHEREAS, Manassah, who was a man of vision, started from humble beginnings, taking odd jobs, painting, chauffeuring, barbering and conducting a real estate business; WHEREAS, Manassah and his wife, Madeline Francis, eventually opened a grocery store and restaurant in Savan named “Savan Inn”; WHEREAS, Manassah also opened one of the largest car dealerships of its day named “Car Right”; WHEREAS, in 1951, Manassah was granted the first public bus transportation franchise in St. …
