Following is my proposed Testimony: The mat slab for the Paul E. Joseph Stadium foundation is ready to pour concrete. However, at the request of the Department of Planning and Natural Resources (DPNR), we await approval of the CLOMR (Conditional Letter of Map Revision) from FEMA prior to proceeding with pouring concrete in the mat slab or performing any further earthwork. This CLOMR is required because the Paul E. Joseph Stadium and associated improveents are being made in a FEMA Flood Zone. …

Wessel, Managing Member, GEC, LLC Dear Senator James, Thank you for your invitation to testify regarding Paul E. Joseph Stadium on November 30, 2020. Following is my proposed Testimony: The mat slab for the Paul E. Joseph Stadium foundation is ready to pour concrete. The request for a CLOMR application was prepared after the Government of the Virgin Islands approved the final site plan, was completed on September 15, 2020, and is under review by both DPNR and FEMA. Its review is being expedited at the request of the Government of the Virgin Islands. Once the CLOMR response is received we will be able to address any issues it raises and resume work on the Paul E. Joseph Stadium, Terrence Martin Little League Field, Festival Village, and associated site improvements. Sincerely, John R.
