yeh aa BILL NO. 28-0014 TWENTY-EIGHTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2009 An Act amending title 3, chapter 1, and title 23, chapters 10, 11, 12, 12A, and 19, Virgin Islands Code, to restructure the Office of the Adjutant General, the Office of Homeland Security, and the Virgin Islands Territorial Emergency Management Agency and for other related purposes ---0--- WHEREAS, it is imperative that the Virgin Islands Territorial Emergency Management Agency be able to prepare and implement response and recovery plans for disasters and other emergencies efficiently and comprehensively; and WHEREAS, the Virgin Islands Territorial Emergency Management Agency and the Office of Homeland Security are presently under the Office of the Adjutant General, despite their being three agencies with differing, though related, roles; and WHEREAS, it has been determined that there is significant overlap in the duties of the Virgin Islands Territorial Emergency Management Agency and the Office of Homeland Security in their preparedness, training, equipment, and planning functions; and WHER …
