(BILL NO. 20-0431) No. 6041 (Approved December 30, 1994) To honor, commend and thank Ann Elizabeth Abramson for her outstand- ing contributions to the people of the Virgin Islands and to name the 270 8406933659 1954 REGULAR AND SPECIAL SESSIONS Act No. 6041 Frederiksted Pier and associated facilities the Ann E. Abramson Marine Terminal WHEREAS, Ann Elizabeth Christian Abramson was born on April 7, 1924, on the island of St. Croix, to Peter and Wilhemina Christian; and WHEREAS, Ann Abramson, the last of fifteen children, was required to help around the home, assist in the family business and maintain high grades in school, all of which she accomplished; and WHEREAS, as a devoted and loving daughter, Ann E. Abramson helped her mother when her father became very ill forcing her to drop out of school for approximately two years in order to provide her parents with home care; and WHEREAS, in 1941, Ann E, Abramson graduated from the St. Patrick’s School and immediately embarked on a career as an executive secretary for the former Department of Welfare in Frederiksted; and WHEREAS, former Governor William H. Hastie, the first black Gover- nor of the Virgin Islands, transferred Ann Abramson to the Division of Worker’s Compensation in the Department of Labor; and WHEREAS, Ann E. Abramson also earned extra funds by teaching shorthand, typing and baking eakes on the weekends which she sold at her brother’s shop. Her motto was “never do anything for free”, and has always advocated the importance in having a second income; and WHEREAS, in 1949, Ann E, Abramson bought a used car and started a taxi service becoming the first female in the Virgin Islands to own a taxi service. The money she earned in one week from the taxi service was more than she earned in one month from her job with the Government of the Virgin Islands; and WHEREAS, in 1954, Ann Abramson served in the Ninth Municipal Council of St. Croix, and was the only woman to serve in the Council; and WHEREAS, in 1958, Governor Archie Alexander appointed Ann E. Abramson to complete the unexpired term of Senator John D. Merwin who had resigned from the Virgin Islands Legislature to become Government Secretary of the Virgin Islands; and WHEREAS, from 1957 to 1964, in addition to her taxi business, Ann E. Abramson owned Spic N Span Laundry, Inc., the first laundry service offered in Frederiksted, and also started a new enterprise, The Children’s World; and WHEREAS, Ann E. Abramson operated a successful taxi service which provided employment opportunities for numerous residents of St. Croix, and in 1957, she purchased two buses and began a transit system on St. Croix; and 271 02:57:48 p.m. 3406933659 02:58:19 p.m. 08-20-2013 3/8 ] Act No. 6041 VIRGIN ISLANDS SESSION LAWS 1994 WHEREAS, after acquiring the buses, Ann BE. Abramson transported the children of St Patrick’s School for no compensation, and in 1958, Ann E. Abramson was awarded 4 eontract from the Virgin Islands government to transfer children to and from the public schools on the island of St. Croix; and WHEREAS, from 1959 until the present, Ann B. Abramson has owned and operated Abramson Enterprises, Inc., and has served as the President and Chief Executive Officer of the bus transportation company which has employed more than 50 drivers at any given time; and WHEREAS, because of the awesome responsibility of running the bus me, Ann B, Abramson company which had become very demanding of her ti decided to sell her taxis, which had increased to a fleet of sixteen (16) units, to her drivers. Moreover, desiring to assist the drivers during this transition, she set up 4 communications network and. transferred her personal contacts to them; and WHEREAS, from 1962 to 1973, Ann E. Abramson served as President of a heavy equipment rental company which was awarded a contract to install public water lines, construct roads and build schools; and WHEREAS, Ann E. Abramson was the contractor who cleared the first eight hundred acres of land on which the Hess Oil Virgin Islands Inc, refinery was built; and WHEREAS, from 1966 until 1982, Ann Abramson operated a number of successful business ventures, which included the Ram, Inc., a construction company; Tranberg Tour & Travel Inc., 4 travel agency; the Royal Frederik Shops, Inc. 4 franchise of liquor & gift shops; the Hannah’s Rest Properties, Inc., which consisted of commercial and residential rental units; and WHEREAS, from 1982 until the present, Ann E. Abramson was chief AAA Consultant Services, 4 business management consultant for the company which renders services to several local companies and to the Eastern Caribbean; and WHEREAS, Ann E. Abramson is an avid financial supporter of civic and community projects and has served as State Chairperson of the Territorial Committee of the Republican Party of the Virgin Islands, served on the Board of Trustees for the Department of Health, the St. Croix Hospital; was the founder of the USO-St. Croix Chapter, past President of the St. Croix Chamber of Commerce, an active member of the Business and Professional Women, the Women’s Coalition of ot, Croix, the Private Industry Council Board, the Frederiksted Civic Association, Our Town Frederiksted, the Virgin Islands Business Association, the Virgin Islands Council of the Girl Scouts and a former member of the Virgin ‘Islands Port Authority Governing Board; and 272 406933659 i igo REGULAR AND SPECIAL SESSIONS Act No. 6041 *- WHEREAS, prior to becoming a member of the Virgin Islands Port 7 Authority Governing Board, Ann E. Abramson, as Tour Promoter and Taxi i “Association representative, was successful on countless occasions when she ' tyaveled, at her own expense, to the U.S. mainland to collaborate with the ‘ eruise ship directors and executives for several major cruise lines, lobbying ' and eajoling them to inelude St. Croix as 4 port of call in their cruise ~ itinerary; and 7 “WHEREAS, Ann E. Abramson has received widespread recognition for ;. her accomplishments and community involvement and is the recipient of i: qumerous awards for her work which includes: the 1975 Small Business Person of the Year Award, the 1982 Certificate of Appreciation Award from = i Outstanding Service, the 1982 d Professional Women of the Year Award, the if Frederiksted Business an - Carlos Award for Community Service from the African Diaspora Youth Development Foundation Ine., the 4992 Virgin Islands Business Leaders ’ Award, the USO St. Croix Distinguished Person Award and she was °. honored by the St. Joseph High School for providing the landscaping and " overall physical improvements to the school; and WHEREAS, Ann , Abramson attended business school where she and from the St. < her brothers learned shorthand, typing and pookkeeping ’ Patrick’s School. She acknowledges 4 great debt to the Catholic nuns for instilling in her discipline pride and perseverance; these organizational skills have enabled ‘Am E. Abramson to become a very successful businesswoman today; and WHEREAS, Ann Abramson, the mother of one son, has nurtured and given much blood, sweat and tears towards the rejuvenation, restoration and planned development of Frederiksted; and WHEREAS, throughout her business career, Ann E. Abramson has been an innovative and altruistic entrepreneur. She has consistently helped young Virgin Islanders who have sought her advice. Moreover, Ann E. ‘Abramson has given particular guidance and assistance to many who have worked directly under her to establish their own business on St. Croix and in the mainland; and . WHEREAS, Ann Abramson, a pioneer, and a self made woman, is a role model and an inspiration for ali those who have a vision, believe in their capabilities, and in hard work to achieve Success; Now, Therefore, Be it enacted by the Legislature of the Virgin Islands: Section 1. (a) The Legislature of the Virgin Islands, on behalf of the 278 02:58:39 p.m. 08-20-2013 $b 406933659 : ow 02:59:09 p.m. 08-20-2013 5/9 Act Na. 6041 VIRGIN ISLANDS SESSION LAWS 1994 people of the Virgin Islands, hereby honors, commends and thanks Ann E. Abramson for her outstanding contributions to her community and her dedication to the people of the Virgin Islands. (b) The Frederiksted Pier and associated facilities located in Frederiksted, St. Croix, shall be henceforth named, “The Ann E. Abramson Marine Terminal”. The Virgin Islands Port Authority shall cause to be prepared a distinctive sign bearing the inscription “The Ann E. Abramson Marine Terminal” and shall conspicuously and permanently affix such sign at the entrance to the Frederiksted Pier. (c) A perma plaque copy of this act shall be prepared and presented to Ann E. Abramson by the President of the Legislature, or his designee, at an appropriate ceremony held for that purpose. (d) A bronze plaque shall be erected within the facilities of the Frederiksted Pier with the language of this act and the profile of Ann E. Abramson inscribed thereon. et y Approved December 30, 1994. r i t f (BILL NO, 20-0433) No. 6042 hy , ; ’ ve (Approved December 30, 1994) To provide for the licensure of persons to practice psychology and for other purposes related thereto WHEREAS, the Legislature declares that the licensure of the practice of psychology in the United States Virgin Islands is in the public interest; and WHEREAS, the citizens of the United States Virgin Islands, who utilize the services of these individuals may suffer severe emotional and physical harm if they are not provided assistance by qualified professionals; and WHEREAS, the Virgin Islands consumer should be assured that psychological services will be provided by qualified professionals and that they will be protected from the consequences of unprofessional conduct by persons licensed to practice psychology; and WHEREAS, in order to protect the health, safety and welfare of the people of the Virgin Islands, the Legislature must establish minimum 274
