February 23, 2026 Honorable Mario Brooks Commissioner Virgin Islands Police Department St. Thomas, U.S. Virgin Islands Re: Invitation to Testify – Bill No. 36-0192 Dear Commissioner Brooks, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify during Block II of the Committee hearing scheduled for Friday, March 20, 2026, at the Earle B. Ottley Legislative Hall on St. Thomas. During Block II, the Committee will debate Bill No. 36-0192, the Senior Financial Protection and Promissory Note Abuse Prevention Act of 2025. The legislation establishes criminal penalties and enforcement provisions aimed at protecting seniors from financial exploitation and abuse involving promissory notes. Given the Virgin Islands Police Department’s responsibility for investigation and enforcement of criminal statutes, your testimony regarding investigative procedures, enforcement readiness, and interagency coordination will assist the Committee in ensuring the bill is practical and enforceable. …
