February 6, 2026 The Honorable Angel Bolques, Jr. Legislature of the Virgin Islands Capitol Building PO Box 1690 St. Thomas, Virgin Islands 00804 RE: Invitation to Testify – Oversight Hearing on the Paul E. Joseph Stadium Project Dear Senator Bolques, I am writing to respectfully inform you that neither Mrs. Nicholas nor I will be able to attend the oversight hearing scheduled for Friday, February 20, 2026, regarding the Paul E. Joseph Stadium Project. This is due to my prior commitment to attend the NGA 2026 Winter Meeting in Washington, DC, where I will be participating in my capacity as Territory Infrastructure Coordinator. As I have direct oversight of this project, no other representatives from the Department will be available to testify in my absence. Thank you for your understanding in this matter.
