THOMAS – Members of the 35th Legislature of the Virgin Islands, led by Senate President Novelle E. Francis Jr. hosted a Perma Plaque ceremony at the Earle B. Ottley Legislative Hall. Today’s honoree was Kelly “Pupa Kelly” Charleswell, Sr. Senate President Novelle E Francis, Jr. stated that when Bill #35-0071, now resolution 1903, was offered by its sponsor, Senator Donna A. Frett-Gregory, he said it was an absolute no brainer to vote yes. Francis said he was honored to celebrate the contributions Pupa Kelly brought to the Virgin Islands Musical Scene and his rich legacy as a musician. The Bill Sponsor, Donna A. Frett Gregory delivered remarks. Frett-Gregory stated that Charleswell has spent decades creating music that uplifts spirits and ignites crowds. He is known for his role as lead guitarist and lead singer in the Awesome Jam Band. Frett-Gregory stated that he has been intentional in utilizing his knowledge and talents to impact future generations. He spent 27 years working as a music teacher and band coach at the Joseph Gomez Elementary School. He also created the Fish and Fungi Quelbe Band. The 2023 St. Thomas Carnival Village is also named in honor of Charleswell. The bill co-sponsor, Ray Fonseca delivered brief comments. Fonseca stated that Charleswell is a great musical ambassador to the people of the US Virgin Islands. The resolution was placed on a plaque and read as follows: Act No. 1903: An Act honoring and commending Kelly L. Charleswell, Sr. better known as “Pupa Kelly” for his contribution to the people of the Virgin Islands in the field of music as a teacher and instructor in the Public School system and his involvement with the musical bands of the Virgin Islands. Senators present at today’s Perma Plaque ceremony included Novelle E. Francis, Jr., Marvin A. Blyden, Marise C. James, Angel L. Bolques, Jr., Samuel CarriÏŒn, Dwayne M. DeGraff, Ray Fonseca, Carla J. Joseph, and Javan E.
