ACT NO, 7838 BILL NO. 31-0261 THIRTY-FIRST LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2015 An Act honoring and commending Leona B. Wheatley (nee Bonelli) by naming the amphitheater at the Emanuel Benjamin Oliver Elementary School in her honor WHEREAS, Mrs. Leona B. Wheatley (nee Bonelli), a native of St. Thomas, Virgin Islands, received her elementary and secondary education in the Virgin Islands public school system; and WHEREAS, Mrs. Wheatley pursued her tertiary education by attending summer sessions at the Inter-American University-formerly Teacher's Institute Polytechnic Institute and in-service training programs sponsored by the Department of Education and conducted by New York University and Hartford University; and WHEREAS, in 1956, Mrs. Wheatley earned a Bachelor of Science Degree in Elementary Education from Cheyney State College in the state of Pennsylvania, and, in 1957, Mrs. …
