The building is presently located near the center of the small town of Cruz Bay approximately 15 feet frcm a public road (Lot 6D, Cruz Bay Quarter). It is a rectangular, one-story, wood-frame structure dating fran the late nineteenth century and^is an exceptional example of its tjpe. Its present location, Mdiile in no way detracting fron the building's interest, is not one 'wbich could be said to enhance its value: a concrete, two-story office building is located iimiediately adjacent to the east; the road to the south is congested and increasingly conmercial. f. •P J; On May 21, 1976, the building's present owner, Itrs. Msu:^ Solomon, notified the State Historic Preservation Officer that indefinite plans were underway to demolish the Keatirg Inn in order to construct a two-story office building on the site. The building itself was offered to the Virgins Islands Govern­ ment with the understanding that the latter undertake the costs of removal. Initial estimates of the cost were made by Mr. Daniel Sullisran, A.I.A., Box 240, Cruz Bay, St. John, on July 19, 1976. Demolition of the building was ternporarily delayed until a suitable site could be fotmd. Legislation enabling an exchange of land between a private citizen, Mr. Hector Torres, and the Virgin Islands Government was effected on July 20, 1978 (Act. No. 4175), and the new site near the ruins of Enighed Estate House was acquired (Lot 294 Estate Contant and Enighed, Cruz Bay Quarter). Responsibility for the property has since been transferred to tha Department-of-Conservat ion and Cultural Affairs, Government of the Virgin Islands. Open taarket contractural services rather than competitive bidding were authorized by the Hon. The total cost-is estimated at 70,000 dollars. Mr. Joseph's program calls for the preparation of the site, construction of a foundation identical to the existing one, duplication of the present cistern and stairs, and other minor repairs. It will be moved from the site in several large sections; measured drawir^s to insure the accuracy of the work are being prepared by the Historic Preservation Office. The building has not yet been moved (July 31, 1979) and will not be until the project has been approved by the Office of Archeology and Historic Preservation, Heritage Conservation and Recreation Service. ^11 ■/- . .i* The new site near the National Register property of Enighed will not seriously threaten the historical int^rity of the Keating Inn. The two sites are roughly cotiparable in size and proportion - the new lot totals approximately 5,059 square feet; the old one, 6,986 - and are characterized by similar plantir^s. The building will be roxighly oriented in the same way, although because of the relationship of the new lot to the public road, the building will present a different secondary facade to the street. The new site, it should be emphasized, is outside the boundaries of the National Register property of Enighed and will have no adverse effect upon that building or the land around it. Preliminary archeological tests of the area made in 1976 by the St. John Historical Society under the supervision of the Territorial Archeolc^ist, Mr. Gary Vescelius. Every effort will be made in the course of the minimal excavations required for the new foundation to Insure that all historic and prehistoric materials - if encountered - are retrieved. The work will be carefully monitored by the Territorial Archeologist. Enclosed please find photc^aphs of the new site as specified in 36CR 60, 16-17, "Relocating Properties Listed in the National Roister", together with a sketch map and other maps of the buildingfe new location. Since the building will be re­ located with Heritage Conservation and Recreation Service fxmds throxigh the Grants-in-Aid program, it is essentioal that the Keating Inn remain on the Register. As explained in an earlier communication ( 7-31-79), a site had been obtained for relocation and the owner had agreed to donate the structure itself. Delays in effecting the necessary transfer of land, establishing funds, and securing a deed were time consuming, and, unfortunately, the owner's patience ran short. Demolition began on August 20, despite last minute talks with a representative of the owner. An effort is being made to obtain represenative portions of the building including sections of the ornate bargeboard, shutters, and framing members. An extensive, though incomplete, photographic record of the property remains on file at the Historic Preservation Office. If you have any questions, please feel free to contact me. BLAKE, DIRECTOR OF PLANNING FROM; WILLIAM CHAPMAN, ARCHITECTURAL HISTORIAN Following an examination of the site and remains of Keating Inn, Cruz Bay, St. John, there is little question that nothing more can be done. Very little of the original building has been salvaged. Included in a brief inventory of August 27, 1979 are approximately: ten (10) single and double doors; twenty (20) exterior and interior shutters; forty (40) feet of ornamental bargeboard; one hundred (100) feet of pine planking; one hundred (100). feet of four by four inch framing members. Only the gate remains of the extensive lattice work and only one sheet of the original corrugated roofing. The rest of the building has been either removed or discarded. What remains is unprotected and unguarded. There is no hope of rebuilding. The present records of the building as it once looked are too imprecise to used as a basis of reconstruction. The photographic record, while extensive, is incomplete. Field notes for measured drawings are likewise inadequate. If possible, I would recommend that representative pieces of the building particularly sections of the framing members and bargeboard as well as shutters and doors be retained as a permanent record. These could be deposited either with the Virgin Islands Museum or with the Historic Preservation Office. Some decision on this must be made quickly before all traces of the building are removed from the site. It is significant as one of the few fine remaining examples of 19th century cottage architecture left on the islands^ and exemplifies the influence of the late Victorian style on residential architecture in the Danish West Indies. Probably constructed in the l870's to 1890's, Keating's Inn is a one- story building of frame construction with exterior clapboarding. It faces the street on the southwest. The house is a rectangle with an open gal­ lery porch projecting one bay along the southwest, northwest and north­ east sides. The house is four bays by two bays, with rooms in the northeast and southeast corner that- .project one bay to the plane of the gallery, and measures approximately 42' x 30'. A later kitchen addition to the northeast corner measures approximately 23'x 6'. , There are three entrances--two on the southwest main facade, and on the northeast, rear facade. All doors and windows have^flat heads and molded castings. The windows are fitted with three-panel wooden shutters and two-panel louvered jalousies. The doors are similarly equipped. The hardware on the shutters—strap hinges and shutter hooks—are all wrought iron. The gallery is supported on all sides by rubble masonry piers about two and a half feet high. The gallery railing is of wood, with a continuous top and bottom wooden molding, with vertical members that divide the' railing into, three sections on each facade, (four, for the main facade, which has a.gate). The sections are fitted'with a decorative latticework ftiade of flat wooden members. Three square wood columns with chamfered edges, visually continuing the line of the gallery railing vertical members, support the roof on each facade, with the corners articulated with thicker columns. A decorative bargeboard with a cut out spade pattern is applied around the roof eaves. A continuous metal gutter is attached to the bargeboard trim, partially obscuring the decorative edge. The roof is hipped, and covered with corrugated metal. The kitchen addition to the rear is three bays by one bay, with heavy shutters, on the northwest wall. The L-shaped space created by the addition and the rear facade of the house has been planted as a back garden. Access to the gate of the gallery on the main facade is by a typical West Indian "welcoming arms" staircase (with walls fanning at the base). The house con-, tains many typical West Indian elements required by the climate: an interior plan designed to provide cross-ventilation, a lightweight hlppeil roof, sturdy storm shutters and a raised foundation"-to provide for air circulation and protection from flooding. It adjoins a village square near the fer^ry dock and is among the first buildings seen by arriving passengers. The house has been continuously occupied by the Keatlngs-Smith- Moorehead families since the turn of the century. Prom 1922 until the 19d0's it was operated as an inn. When serving as the island's only hostelry, hospitality was offer­ ed here to all persons of Importance visiting the island, including Danish and American governors 'ahd West'Indian dignitaries.'
