University of the Virgin Islands Fortieth Annual COMMENCEMENT Saturday, the Twenty-second of May Two Thousand and Four Five O’Clock in the Evening UVI Sports and Fitness Center St. Thomas, United States Virgin Islands Dr. Len Ishmael Director General, Organisation of Eastern Caribbean States Dr. Len Ishmael is the first female Director General of the Organisation of Eastern Caribbean States, the administrative body of the nine member states that make up the OECS region. Dr. Ishmael assumed leadership of the OECS in May 2003, punctuating a career marked by achievement and world travel. As Director General of the OECS, Dr. Ishmael is responsible for the overall management of the technical and administrative functions of the OECS Secretariat, which has as its ultimate goal the attainment of an OECS Economic Union. Given the dynamics within the global environment and the challenges facing small island developing states such as the OECS countries, Dr. Ishmael is committed to lead the way to strategically re-position the OECS Secretariat to meet the complex challenges that lie ahead. From August 1997 until May 2003, Dr. Ishmael was the director of the ECLAC subregional headquarters for the Caribbean, a regional “think tank” that engages in research, strategic policy advice and governmental technical assistance to 23 countries in Central and South America and in the insular Caribbean. Before joining ECLAC, Dr. Ishmael was the director of Leadership for Environment and Development (LEAD) International, an international organization founded by the Rockefeller Founda- tion to pursue changes in worldwide development policies and attitudes in pursuit of sustainable development at the global level. As director her work took her to Africa, South and Central America, Mexico, the Soviet Union, China, Japan, Thailand and Africa. Prior to this, Dr. Ishmael operated her own consultancy firm, providing services in her field of specialization to many governments and international organizations in the Caribbean and elsewhere. Born in St. Lucia, Dr. Ishmael lived in Germany as a child and returned to St Lucia where she received her high school education. She graduated with honors from the University of the West Indies, Mona, Jamaica in 1974 with a bachelor of arts degree in economics and geography, and went on to attend Columbia Univer- sity in New York, where she received a master’s degree in urban planning in 1978. In May 1988 she was conferred a doctoral degree in developmental planning from the University of Pennsylvania – the first Caribbean national to obtain a doctorate in this field. The mother of two teenage sons, Dr. Ishmael has worked and traveled extensively around the world, meeting interesting people along the way, an experience that has influenced her work in no small way. Her interesting career has not been without its own challenges, a fundamental one of which has been the need to balance responsibilities as a mother with that of the rigors of a professional career. *** summa cum laude ** magna cum laude * cum laude 2004 CANDIDATES FOR MASTER OF BUSINESS ADMINISTRATION DEGREE George Dexter Brown Cindy Richardson Hunt Katherine Lenore Marguerite Lewis Louise A. (Every effort is made to ensure that this program is accurate; circumstances beyond our control may have resulted in unintentional errors.) Academic Regalia The wearing of caps, gowns and hoods at graduation exercises is one of the oldest and most democratic of collegiate customs. It originated in the Middle Ages when the first universities were founded as clerical institutions. Besides distinguishing the wear- ers from laymen, the costume served a very practical purpose in the unheated churches and clois- ters of the time. It often added grace to the individuals and im- pressiveness to the ceremonies in which they took part. Its chief vir- tue, however, was that it elimi- nated undemocratic differences in dress which might otherwise have marred an essentially democratic occasion. Under the intercollegiate sys- tem adopted in 1893, the Oxford cap or “mortarboard” is worn for all degrees, but the doctor is entitled to a gold tassel and optional velvet cap. The sleeve of the master’s gown is distinguished from the bachelor’s by a half-moon cut at the end. The doctor’s gown has faced-down fronts, and round bell sleeves with bars of velvet. The master’s degree hood is longer than the bachelor’s and the doctor’s is longer than the master’s. All hoods are lined with silk showing the official colors of the institution that conferred the degree. The bachelor’s and master’s degree candidates at the University of the Virgin Islands wear hoods lined with Caribbean blue and white, the school colors. The bachelor’s degree hoods are trimmed with white velvet to signify liberal arts, and with golden yellow velvet to signify science. UVI master’s candidate hoods are also trimmed with velvet — light blue for education, drab to represent business, and peacock blue to indicate public administration. According to the Academic Costume Code, at most U.S. institutions the color of velvet trim indicates the following academic disciplines: agriculture/maize; economics/copper; engineering/or- ange; fine arts/brown; home economics/maroon; law/purple; library science/lemon; music/pink; nurs- ing/apricot; philosophy/dark blue; physical education/sage green; public health/salmon pink; science/ golden yellow; social science/cream; social work/citron; speech/silver gray. Golden Key International Honour Society members wear an 18-carat gold honor medallion sus- pended by a blue and gold neck ribbon.
