Pre-Bid Conference: A Pre-Bid Conference will be held on Tuesday, June 20, 2017 at 10:00 a.m. Cost Per Set: $25.00 NON REFUNDABLE Liquidated Damage: $75.00 Completion Time of Work: 70 calendar days Information regarding bidding documents Bidding Documents include the Public Notice, this Invitation to Bid, Instruction to Bidders, Contractor’s Qualification Statement, the Contract, Performance and Payment Bonds, General Provisions, Special Provision, Supplemental Specifications, Plan and Specifications. All documents may be obtained from the Department of Property and Procurement. Each bid must be accompanied by a Bid Guarantee as provided for in Form No. P&P-ITB-CC-16-73 (Instruction to Bidders) which is hereby made a part of this Invitation and by this reference incorporated herein as fully and effectively as if set forth in detail. Bid Guarantee for Preferred Bidders will be a specified in 31 V.I.C. 236a (Act No. 2995 approved April 16, 1971) if Preferred Bidders Act applies. Bid Guarantee will be in the form of a Bond (Corporate or Individual Surety), Money Order, Certified Check, Irrevocable Letter of Credit or Cash. No Bidder will be allowed to withdraw his bid within a period of thirty (30) calendar days following the date set for the opening thereof. Preferred Bidder: Any bidder claiming eligibility as a “preferred bidder” under the provision of the Preferred Bidder’s Act (31 VIC 236a — Act No. 2995, approved April 16, 1971) must request that his name be added to a preferred bidder’s list to be maintained by the Commissioner of Property and procurement. THOMAS, VIRGIN ISLANDS 00803-1118 PHONE: (340) 775-6762 Frederiksted Boat Access Dock: Scope of Work Statement Background The boating access facility at the Fisherman’s Dock in Frederiksted, St. Croix, consists of a pier, two concrete boat ramps, and a paved parking area. The facility receives a high amount of daily traffic, being one of only two public facilities on St. Croix that includes both a ramp sufficient for boats larger than 20' and a docking structure for loading and unloading. It is also the only boating access facility on the west coast of St. Croix. The close proximity to the Frederiksted fish market makes this ramp highly visible to the local community. Needs Storm events have destroyed sections of the dock platform; our first priority is replacing these missing sections with stainless steel grate. The proposed grate design will allow water to freely pass under the dock and up through the grate in high wave situations. In addition, a recent survey by DFW staff found that the woodwork on the pier, primarily the framing and rub stakes, needs repair. Dock hardware such as cleats, bollards, and decking grates needs replacement. The lighting in the area that provides security is insufficient and needs replacement and upgrades. Finally, the concrete-paved approach has suffered wear over the years and is in need of repaving. Approach After taking into account the needs of the local fishing community and their suggestions, local marine building contractors will be employed to perform the needed repairs to the pier. Contracts will be negotiated for purchase of materials and performance of the work. Contractors will be employed to fabricate the needed steel sections and install the new grates, repair framing and rub stakes, install new cleat hardware, modify existing light fixtures and install new turtle friendly lighting, as well as refinish the concrete ramp approach. Division of Fish and Wildlife (DFW) staff will oversee the contractors via site visits during the working period, and will provide regular reports on progress to DFW managers. Expected Results and Benefits As a result of this project recreational boaters will have improved and safer access to offshore waters. The dock structure in Frederiksted will have improved functionality and the ramp will be made safer. This will decrease the risk of injury or property damage when boaters are using the ramp. Security will be heightened with the additional lights and there will be clear signs detailing the rules and procedures for this ramp which will both decrease the potential for arguments and misuse. This will greatly enhance the overall recreational boating experience in the US Virgin Islands. Objectives 1) Repairs to the wooden dock structure and replacement of hardware. 2) Repaving the approach to the ramps. 3) Upgrading the security lights and fish cleaning station. Task 1: Repairs Objective: Repair woodwork and replace damaged hardware on the pier. Approach: A local marine building contractor will be employed to perform the needed repairs. DFW management staff will select the most competitive bid. Activity 1.2 Negotiate and draft a contract to perform repairs. DFW staff will meet with the selected contractors and develop comprehensive plans to repair the dock that minimizes environmental impacts and disruption to boat ramp use. If there is any problem or delay DFW staff will meet with the contractor and produce a plan that will get the work back on track and ensure that the project is completed on time.
