Addressces of foreignu mail supposed liable t» United States Customs duties are informed that the card nctice issaed from this office advising arrival sf foreign parcels should be presented at the Cus- foms Depa-tment and an order for deliv ery ob ained therefrom, before calling at the post offiee for parcels. Instructions regarding the purpose of the card notice will be found printed on the back of the card, and in order that the proper pro- cedure way be observed, patrons are politely requested to note those instruc- tions and comply tnerewith. With regard to the auditor, 1 should like tc draw attention to the fact that there was an Ordinance passed by this Council providing for an auditor, andI recall it that the Council was to elect two members and the tvo members elected were to aproint ar auditor; 1 remember I took the matter up with the Despatching Secretary and he advised that the appoimtment of an auditor has been made. (oing back again to the Ordinance which is before the Coun- cil today, the Government desires to reiterate that it will not have it repealed, but is always ready and willing to have objections and criticisms. 4th Member for Christiansted Country Distriet (Ramsay) remarked: Mr. Chair- man. With regard to the Urdinance in- troduced by Member Stakemann I wish it clearly understood that 1 do not stand in opposition of his Ordinance, but I must strenuously object to the first para- graph. Governor Oman has shown a keen interesi, not only in the island, but on behalf of the oor people, the peope do not know all the Governor has ‘done for them, but lam willing to stand in the open, at any time, and tell the people what the Governor has done for them. The Honorable Member has expiained how the officers in their official capacity have done wrong to the poor people, I have heard so myself and would propose ap amendment to this draft of ordinance, but as I am about to letire I would leave it to the other membhers to brine itin. I consider it would be a backward sten to vote for the bili as introduced. o9nd Member for Christiansted Town (Canegata) remarked: Mr. Chairman. The Honorabie Government Secretary mentioned just now something about the reorg. nization of the commissions, I would like to know who is the party re- sponsible for the reorganization of the Commissions? Ist Member for Krederiksted Town (Coulter): Hear, hear, that’s the vitai question. 4th Member for Chiistiansted Country District (Ramsay) remarked: Itis the duty of the Chairman to have the Com- mittee and commissions appointed. Ist Memb:r for Christiansted Country District (Stakemann) remarked: Mr. Chairman. I would like to make a few remarks in reply to what the Govern- ment Secretary has said. He says that if the commissions shall have executive authority it would be taking away the authority of the executive officers which would be going backwards. I wisn to say that-we have been told many things in this Ceuneil and outside about Ameri- can principles. It was always said when we oppose anything, it is Amnierican principle. it must be ecarried through, Well our eyes are now cpened and we find that the principles which exist in one Srate are different in another, why then should we accept such principles if we find that they are against our wishes. Look at the laws in Louisiana, some of the French laws are still in exist- ence in .hat State. 'lhere are some laws that were existing here before that were good laws and very similar to laws in some of the Southern States that could have remained, but they have been swept clean away. Among other things I find that there ar: executive commissions in some of the Statesand the Goverament has not absolute control. Why comldn’t we not have our little commissions to make our little complain's to? Let us have the pleasure of seeing what is go- ing on, and if we find any on-< acting arbitrarily then the commission will com- plain. The law of Juily 19, 1911 ex- pressly allows the carrying around and selling of fish. The police regulations say that is it not aillowed to carry around and sell fish on the streets, and now this sale is forbidden; but the police regu- lations cannot override the law; if we had commissions there would be some stability :n"the matter. The way 1 have brought this question up here Government and the Council will see thatl am not entirely wrong. Member Ramsay is not satisfied, if he wants to ameud para- graph one of the bill he is perfectly wel- come to do so. Government Seecretary (Timmons) re- marked : Mr. Chairman. The ordinance says that the boards and commissions have the right (o eritieize and ask ques- tions and Government do not want to devest them of that. One real objec- tion to the ordinapce proposed today is, if enacted the Ee-ad of the depart- ments would be subject to orders of the cominissions, you would then be holding _them responsible for the commissinns " and not themselves; you cann>t have de- vided authority. With regard to Mem- ber Canegata’s question, I wish to have him answer his own question, I would Jike to hear his views on the matier. Member Canegata again repeaied his question. Ist Member tfor Chriistiansted Councry District (Stakemann) remarked: If the Chairman considers that it is mandatory on him to have the commissions elected them let him do so.
