London, March 2nd. -The House of | Lords today passed the unemployment | insurance Act Amendment Bill, which | has now gone through both Houses. The | House of Commons continued the public | economy _discussion in connection with | the suprlementary estimates. | Washington, March 2nd.—Mr. Champ | {Clark died here today at 2o’clock this 1 afternoon in his Tlst year and within two days of his retirement from the l House of KRepresentatives alfter a ser- | vice of 26 years. His death was due to ] an attack of pleurisy and a complication of diseases incident to his advanced age. Up to ten days ago, however, when he | developed a severe cold Mr. Clark had | shared actively ir the proceedings of the | House as Democratic Leader. Paris, March 2nd.—ln its reply to the | United States note on the question of | ‘mandates for ‘the former German colo- | nies, the text of which was made pub- f lic here today, the executive council of | the League of Nations says:-- "‘The | Counecil not only welcomes, but feels | justified in claiming tbe sympathy | and support of the Governmets which devised the scheme the Council is re- | quired to administer’”’. Regarding the | fupdamental contention of the United | States, that the approval of the Uni- ted States is essential to the valid- ity of any determinations respecting mandates, the note says the rights which the United States acquired as one of the | leading actors in the wai and 1n pezce | negotiations are not likely to be challeng- | ed in any quarter’’. It was pointed out, | however, how the situation is compli- | cated by the fact that the United States i CHRISTIANSTED. Mandates. The Council reminds Sec- retary of State Colby tHat rhe allocation of Class C. Mandates covering the Ger- man islands ir the Pacific allocated to Japan, was made by the Supreme Council of the Allies, and that the League of Nations is not concerned with the allocation, but is only occupied with the administration of the territories in- volved.
