Ist Member for Frederiksted Country District [Andersen] proposed that dis- cussion on this matter be postponed as the Actg. Chairman of the Food Com- mission may be present later and would like to give elucidations. 2nd Member for Frederiksted Country District [M. M. Skeoch] remarked: Mr. Chairman. If the member’s proposal is carried [ propose that we have the recess now as there is nothing much before the House. Ist Member for Frederiksted Country District (Andersen) remarked: Mr. Chairman. 1 agree with the last speaker and propose that w 2 have a recess until 3 o’clock. The Chairman remarked: The Acting Chairman of the Food Commission is present. 4th Member for Christiansted Country District (Ramsay) entered the meeting 4th Member for Christiansted Country District (Ramsay) remarked: Mr. Chair- man. In view of the fact that His Excellency the Governor is not present at this meetingIpropose that this matter go over to the next meeting. As I said a¢ the last meeting this is the bast time to have a Food Commission; the working man will agree with me that now is the best time to have a Food Commission. "he Chairman remarked: This bill is proposed by Government and cannot be stopped at its present stage, it has to go through all the discussions and must be rejected or passed. 2nd Member for Christiansted Town (Canegata’ remarked: Mr. Chairman, I move that 2nd D:iscussion. be closed. I do not believe that this Council will ass another Food Commission bill which would give more power than the one we have at present. If this Food Commission Ordinance is re- pealed today Government will have to raise the salaries of its employees twen- ty-five per cent more. Ist Member for Frederiksted Coun- try District (Andersen) remarked: Mr. Chairman. [am not in favour of repeal- ing the present Food Commission law un- til another bill is introduced. The Chairman put to the vote the pro- nosal made by 2nd Member for Chris- tiansted Town and it was unanimously carried that 2nd Discussion be clused. 2nd Discussion closed. 2nd Member for Christiansted Town [Canegata] proposed that the election of members to serve on the Electoral Boards and a member to join the Libra- ry Commission be taken up at once. : The Chairman remarked: According to the Rules of Business Commissions are appointed after recess, therefore| will have to take a vote of the Council as to whether this matter should be taken up now. Ist Member fer Christiansted Town [Abramson] entered the meeting. The Ca®man remarke¥: The mem- bers elected to serve on the Electoral Boards last year are: Mr. Coulter, Dr. Canegata, Mr. A. V. Nelthropp and Mr. M. . Skeoch. The Cha‘rman further remarked: 1 ‘will give a recess of 10 minutes so that members can prepare their voting tick- ets. ) A recess of 10 minutes was given. Ist Member for Christiansted Country District (Stakemann) entered and left during the meeting. After the recess the Council proeeeded with the election of 4,men to serve on the Electorai Boards. The Chairman read a Par. from the Coloniai Law wh relative tothe eligi- bility of! members to serve on the Electoral Boards, and said, —therefore, it is not necessary to be a member of the Council to be eliglble to serve on the Electoral Board. For ‘the election of 4 men to serve on the Electoral Board 12 voting tickets were handed in. Elected were: 3rd Member for Chris- tiansted Country District (Robt. W. Skeoch) with 12 votes, 2nd Member for Christiansted Town (Canegata) with 11 votes, 2nd Appointed Member (Noll) and 2nd Member for Frederiksted Country District [M. M. Skeoch] with 10 votes respectively. Ist Member for Frederiksted Town [Coulter] received 2votes, Ist Member for Christiansted Town [Abramson], 4th Member for Christiansted Country Uis- trictc [Ramsay] and Ist Member for Frederiksted Country District [Andersen] with 1 vote respectively. The Chairman then asked Members to prepare their voting tickets for the elec- tion of a member to serve on the Libra- ry Commission. # Ist Member for Frederiksted Town [Coulter] remarked: Mr. Chaiaman. I understand there are going to be two librarvies, if the Council appoints a mem- ber from Christiansted will the Govern- or appoint a man from Frederiksted or vice versa ? Tha* would be only fair. The Chairman in reply to the last sveaker said, My duty is to lay bhefore you the election of one member, as to what will be done further I cannot say. 2nd Member for Frederiksted Country District [M. M. Skeosh] remarked: Mr. Chairman. Let us understand if that member is to be from the community at large or from the Council. The Chairman in reply to the last speaker said, It can be a member of the Council or of the community. - Ist Member for Frederiksted Country District [Andersen] proposed thiat a vote be taken as to whether it should be a member from the Council or a member of the community. It was put to the vote and carried that the member be elected from the Council. The Chairman remarked: The mem- ber to be appecinted is to be a member of the Council. 12 voting tickets were handed in and Ist Member for Frederiksten Town [Coulter] received 6 votes, 2nd Member for Christiansted Town [Canegata] re- ceived 3 votes, 2nd Member for Frederik- sted Town [Merwin] received 2 votes, 2nd Appointed Member [Noll] and M. George Jackson received 1 vote respec- tively. As none had absolutely majority vcte a new voting had to take place. To be continued. The mail-boat Creole arrived on time today with St. Thomas and English mails. We take pleasure in congratulating our esteemed townsman Mr. 2. Teytaud ou his appointment as cierk-in-charge of the St. Croix station of tke West India and Panama Telegraph Co., Ltd. Mr. Teytaud succeeds Mr. I. Behagen who has resigned after a lifetime of satis- factory service with the company and to the public of this island. Mr. Tey. taud has filled the post on previous occasions temporarily and his com petency is, therefore, assured. A strict disciplinarian and an exceedingly particu- lar office man the company has in Mr Teytaud for whom we wish many vyears of success and prosperity. Christiansted, June 22nd. 1920 Dear Mr. Editor, Just a word about the difference in opinion concerning the suppnsed waltz played by the band on Sunday night. Os course it is not very creditable to read that opinions differ even in the band, but those in our community that are gae- quainted with the classics know very well that, "‘Les Millions D’Arlequin’’ written by Drigo in £, or three eight notes to the bar is not a waliz at all but 3 Seranade, and published as such. ¥or information let me say that certain other writers have taken parts of same serenade, and after changing the time 'to &, or three quarter notes to the meas- ure or bar, have published same as Valse “‘Boston,”” but the tune played on Sun- day night was the original Drigo’s Se- renade.
