IN THE HOUSE OF REPRESENTATIVES SEPTEMBER 30, 2025 Ms. PLASKETT (for herself, Mr. HERNA´NDEZ, and Mr. EDWARDS) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To amend title 49, United States Code, to grant the United States Virgin Islands and Puerto Rico eligibility to issue commercial driver’s licenses, and for other purposes. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. APPLICATION OF COMMERCIAL MOTOR VEHI- 3 CLE SAFETY. 4 (a) DEFINITIONS.—Section 31301(14) of title 49, 5 United States Code, is amended— 6 (1) by striking ‘‘and’’ and inserting a comma; 7 and 8 VerDate Sep 11 2014 01:27 Oct 08, 2025 Jkt 069200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H5656.IH H5656 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •HR 5656 IH (2) by inserting ‘‘, and the United States Virgin 1 Islands and Puerto Rico’’ before the period. 2 (b) PENALTY.—Section 165(c) of title 49, United 3 States Code, is amended by adding at the end the fol- 4 lowing: 5 ‘‘(8) PENALTY.—The amounts treated as being 6 apportioned to the United States Virgin Islands 7 under this subsection shall be deemed to be required 8 to be apportioned to the United States Virgin Is- 9 lands under that section for purposes of the imposi- 10 tion of any penalty under this title or title 49.’’. 11 (c) IMPLEMENTATION.—The Administrator of the 12 Federal Motor Carrier Safety Administration shall work 13 with the United States Virgin Islands and Puerto Rico on 14 obtaining full compliance with chapter 313 of title 49, 15 United States Code, and regulations adopted under such 16 chapter. 17 (d) GRACE PERIOD.—Notwithstanding section 18 31311(a) of title 49, United States Code, during a 5-year 19 period beginning on the date of enactment of this Act, the 20 United States Virgin Islands and Puerto Rico shall not 21 be subject to a withholding of an apportionment of funds 22 under paragraphs (1) and (2) of section 104(b) of title 23 23, United States Code, for failure to comply with any 24 VerDate Sep 11 2014 20:15 Oct 15, 2025 Jkt 069200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5656.IH H5656 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 5656 IH requirement under section 31311(a) of title 49, United 1 States Code. 2 Æ VerDate Sep 11 2014 01:27 Oct 08, 2025 Jkt 069200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H5656.IH H5656 kjohnson on DSK7ZCZBW3PROD with $$_JOB
