(Continued from yesterday’s Avis.) 2nd Member for Christiansted Town (Canegata) remarked: Mr. Chairman. The statement made by the Government Secretary that the Municipality has no contro over- the gift made by the Odd Fellows in Denmark is slightly incorreet. The Board of Management consists of the Chairman of the Colonial Council of St. Croix, the Chairman of the Colonial Council of St. Thomas, the Chief Muni- cipal Physician, the Physician of the Asylum, one member appointed by the Odd Fellows Lodge and one appointed by the Colonial Council. In reality the Municipality bhas full control. 3rd Member for Christiansted Town (Alexander) would like to know the ap- proximate cost of building the pavilion. Despatching Secretary (Rappolee) : About three thousand dollars. 3rd Member for Christiansted Town (Alexander) remarked: Mr. Chairman. I certainly cannot agree with Ist Mem- “ber for Frederiksted Country District (Andersen) with regard to raising the money by local subscription. It is all cight to sit here and say we can raise the amount by local subsecription, but sTL.CLD I 8 A VID I know the people will not subscribe; even things for their own benefit they are not willing te subseribe to. 1 think this matter should be put off for another meeting to see how the money could be raised o erect the pa.:lion before final action is taken on the Wwill. Ist Member for Frederiksted Town (Coulter} remarked: Mr. Chairman, While 1 will always be ‘n sympathy as any other member to provide for the comfort and happiness of the unfortu- nate pecple at the Le .er Asylum, !am in sympathy with w! * 2nd Member for Christiansted Towx . Ist Member for Frederiksted Country- Distriet have said. It is all right for this Council to accept a gift for the Munie¢ipality, but I do not think it all right for this Council to give a man or a collective body of men sanc- tion to go and colleet money by what- ever means they may do it. We do not know the means they may adopt, and whatever means they adopt may refiect upon the reputation of this island. I think the suggestion made by 3rd Mem- ber for Christiansted Town should be adopted. Let the matter remain open and see how the money could be raised to provide for the eomfort of the unfor- tunate people of this island. 4th App inted Member (Blackuood) remarked: Mr. Chairman. It seems very strange to me that the reputation of this island comre up so suddenly. If the money is given to build the pavilion it would be an act of charity. The peo- ple who want te build ask permission to build on land belonging to the Muni- cipality. If 1 were the people 1 would not give the money unti® know that we would have the land to build it on. 2nd Member for Christiansted -Town (Canegata) remarked: Mr. Chairman. That may be me, but I do not mind. 1 want to say that I am a native of this island and I will remain a native of this island, and as Jong as I am here in *his Council I will not sit here and see the respect of the natives of this island trampled upon. ist Member for Frederiksted Town (Coulter) remarked: Mr. Chairman. I also take objection to the remarks of the Honorable Gentleman’s remarks. The Member says we are only asked to give permission to build the pavilion on lands belonging to the Municipal- ity. In the Bill it is stated that the plan shall be approved by the per- son 'naking the donation. 2nd Mem- ber for Christiansted Town (Canegata) certainly seems to have more insight of this matter than sther Honorable Mem- bers of the Council. 3rd Member for ['rederiksted Town (M. M. Skeoch) remarked: Mr. Chair- man. It seems to me that there is strike on both sides. 1 think Ist Mem- ber for Frederiksted Town (Coulter) is serious and I believe the 4th Appointed Member (Blackwood) is serious also, Wouldn’t it be better to postpone this matter or send it to a Comn:ittee as there is so much diversity of opinion? If there ia such a strong feeling that it will do arin to the island, we should give it second thought. Ist Member for Frederiksted Town (Coulier) remarked: Mr. Chairman. Couldn’t the House elect a committee to consult with the Odad Fellows Lodge in Dermark who might be willing to give help? Or give us a chance to contribute, rather than go to the United States to - beg. Let us see if we cannot electa committee and try and raise the money locally before we give the permission asked for. 2nd Member for Christiansted Town {Canegata) remarked: Mr. Chairman 1 feel surz that if this matier was pilaced before the Board of Management for the Asylum and brought to the attention of the Odd Fellcws Lodge in Denmark there would be no cause for this Resolu- tion. Ist Member for Frederiksted Town {Coulter) remarked: Mr. Chairman. St, Triomas sends its lepers over here and I feel sure that three thousand dollars. could be raised between here and St. Th- omas. Ist Member for Frederiksted Country District (Andersen) moved that the Bill go tea committee of five members to consider whether the necessary amount for building the pavilion at the Asylum could not be raised locally. Ist Member for Frederiksted Town [Coulter}: Mr. Chairman. 1 wish to make a suggestion that the committee report before the next meeting. 4th Appointed Member (Blackwood) remarked: Mr. Chairman. The next meeting will be too late. It seems ridicu- lous to send the bill to a committee whexge it is sure to die. We would not be able to raise three cents locally. 3rd Member for Christiansted Town . (Alexander) rewmarked: Mr. Chairman When I first -poke on the bill I did not give St. Thomas a thought. Inasmuch as lepers are sent from: St. Thomas to’ this island couldn’t this island appropri- ate one thousand five hundred dollars and St. Thomas one thousand five hun- dred dollars? Ist Member for Frederiksted Country District (Andersen) remarked: Mr. Chair- man. There are too many proposals be- fore the House, I think the best thing to do is to elect a ecommittee to consider and report on the bill. It was put to the vote and carried that the bill go to a committee of five mem- bers. - : The Chairman remarked: The ecom- mittee will be zappointed after recess. (To be continued.) EDITORIAL.
