T is hereby made knowvn, that whereas l the following Member of the Colonial Council elected by the Voters of Fred- eriksted Country Distriet, viz: 2nd Me n- ber G NORDBY, has recently become disqnalified to sit in said Council and hold said office, bacause of the passage ®v Congress of an Act which was ap- proved on July 12, 192i. itis resoived, by virtue of paragraph 34, Section 3, of the Colonial Law, that a special =iection of a Member to the Council in lieu of the said gentleman, shall take place in the Courihouse in Fredeviksied on THiIRSDAY THE 25tH DAY OF AU- GUST 1921. The polling will commence at 1 o’cloek p. u. and in accordance with Paragraph 30 of rhe Colonial Law, will close at 4 p. m. at the earliest. At the eiection no ne can be consid ered unless ne has announced himself as a candidate, or has been so announced by one of the electors of the Ilectoral Distriect. The announcement of ecandi- dature shall either be made in writing, or by personal attendance of the an- nouncer before the KElectoral Board. CROIX. | ON Sa urday, Auzusi 6, 1921, at two | o'clock p m., the <olonial Council . for St. Croix held an extraordinary ' meetinz in the Colonial Council Hall in Coristiansted, convened by request l of (zovernment. | The members present were: The Viee-Chairman (Coulter), K. Henderson, Thos. Ramsay. Robt. W. Skeoch, M. M. Skeoch, J. Alexander, W. S. Abramson, D. Noll, A. V. Nelthropp, D S. Arm- strong, A, J. Blackwood, F. Andersen and G. B Fleming. Absent were: I'he Chair.zan (Merwin), F. Lunney, A. E. Stakemann and G, Nordby. Government Secretary (Timmonsj at- tended the meeting. After prayers had been said tne Chair- man (Coulter) asked the Assistant Secre- tary to act as Secretary as the Secretary to the Councii was absent. Accordingly the Assistant Secrefary took the chair. [Che Chairman then read the following communications to the Council received since the last meeting. 1. Letter from Government of July 15, a. ¢., reading: GOVERNMENT OF THE VIR&IN I[SDANDS OF THE UNITED STATES, ST. THOMAS. 16 July. 1921, Sir .--- The Colonial Council for the Municipality of St. Croix is hereby informed that the Governor of the Virgin Islands of the United States was today officially advised by radio that an Act of Congress signed by the President, 12 July, 1921, and effective 1 July, 1921, contained the two tollowing provisos: “Provided that no person owing allegiance to any country other than the United States of Ameri- ca shall be eligible to hold office as a member of the Colonial Coun il of the Virgin slands of the United States nor to hold any public office under the Gov- ernment of said islands: Provided further that the income tax laws now in force in the United States of America and those which may nercafter be enacted shall be likewise in force in the Virgin Islands of the Uni- ted States exeept that the pro- ceeds of such taxes shall be paid into the treasuries of said is- lands.”’ The Governor requests o be al- vised by the .ouncil as to the names of the members of the Coun- cil affected by this legisiation and the seats which therevy automatic- ally become vacant.
