A'l‘ one o’clock p. m., Monday, June 28, 1920 .the Colonial Couneil of St. Croix held an extraordinary meeting in the Council Hall in Christiansted, con- vened by request of Government. The Members present were: The “hairman (Merwin), R. W. Skeoch, M. M. Skeoch, A. J. Blackwood, G. Nord- by, F. Lapney, K. lendorsen, G. B. Fleming, F. Andersen, W. S. Abramson and A. E. Stakemann. - 2nd Member for Christiansted Town (Canegata) sent in excuse of his in- ability to attend the meeting; further- more were absent: 2nd Member for Christiansted Country District [ Mace Kay]. His Excellency the Governor Admiral Oman and Despatching Seeretary (Com- mander Colby) attended the meeting. The Secretary and acting Sécretary to the Council being absent the Chair- man asked 3rd Member for Christian- sted Country District Robt. W. Skeoch) to act as Secretary to the Council. Aceordingly the member tecok the Chair. : - . After prayers had been said the Chair- man remarked: Honorable Members I have received a Resolution frem Gov- ernment and an Ordinance trom Ist Member for Christiansted Town (Abram- son) after the Order of the Day had been printed. The Chairman read the Reso- lution and the Ordinance and continuing said, Itis loft to the Council to decide whether these matters will be furthered today. AF LR e 5N e Ist Member for Frederiksted Town (Coulter) entered the meeting. The Chairman r2-narked: The minutes of the last meef. . of the. Council have been published as custe™ary in the ''St. Croix Avis” and if members have no objection [ will decdlare same tacitly adopted. : There being no objection* the Chair- man deciared the minutes as published tacitly adopted. The Ch.irman then brought up Item 1 of the Order of the Day. item . | Colonial Council Bill No. 35. 3rd Discussion on Colonial Council Bill No. 385, Draft of an Ordinance introduced by Government, repeal- ing+ an Ordinance creating the Food Commission The Chairman remarked: The Billis before the House on 3rd Discussion. No one requesting the word 3rd Dis- cussion closed: the Acting Secreta® read the bill and the Chairman pat same to the vote. 4 Members voted for; 7 against. The Chairman remarked: The bill is rejected. Item 2. Colonial Council Bill No. 36. Continuation ot 2nd Discussion on Colonial Council Biil No. 36, draft of proposed Budget for the Municipality of St. Croix for the fiseal ycar from July Ist, 1920 to June 30, 1921 The Chairman remarked: This mat- ter is before the House on continuation of 2nd. Discussion. The Chairman further remarked: At the last meeting Government as weil as Ist Member for Frederiksteds Country District (Andersen) intrqduced amend- ments to the Budget. 3rd Member I{or “hristiansted Town (Pentheny), 4th Member for Christian- sted Country Distrigt (Ramsay) and 2nd Appointed Member “(Noll) entered the meeting. The Acting Secretary (Robt. W. Skeoeh) read the amendiment introduced by Government and the, Chairman put to the vote whether it should be added to the budget. \ 12 members voted for; none against. The Chairman also put t& the vote whether the amendmert intrOQuced by ist Member for Frederiksted ‘Country District (Andersen) should be gdded to the budget. . / 10 members voted for: none against The Chairman remarked: The amend- ments are adopted. - ¢ ’ Ist Member for Frederiksted Country District (Anderson) remarked: Mr. Chairman. [ only wish to ask if a print- ed state :ent of the revengus of this island could not be furnish%members of this Council every year? tlst Mem- ber for Christiansted Country District (Stakemann) says it is in aecordance with the Colonial Law. It wé see the . correct figures, that might elimiate some of our ecriticism. [ think it fair to ask for such a statement. Ist Member for Christiansted Country District (Stakemann) remarked: Mr. Chairman. According to Section 65 of the Coloniai [aw, every year a printed statement of the revenues of this island should he given te the members of this Couneil. { would also like to ask Government whether the new laws will be printed? I have not seen any amount under this budget for printing it. 1 do "not know of any country where new laws are introduced and not printed. To have it in a place where it could be read, is not sufficient. It is necessary to have the new laws printed and indexed. Another question the Kxecutive cannot fix the time when a law is t» come in force: this I mention because 1t might cause a creat deal of inconvenience U 0 the public; for instance, it a case comes up in the lower court one of the interest ed parties may not be satisfied with the decision rendered in that court and may appeal the case; and if the decision of the lower court is reversed, the question may come up which of the laws were in force when the decision was rendered. It must he stated in the law itself or by legislation when a law is to ¢r me in force. I mention this so as to avoid any ques- tion that may come up in the future. The Chairman replying to Ist Member for Frederiksted Country. District {(An- dersen) said, —ln regard to sratement of the revenues of the island, it was the custom under the Danish Administration to givea statement of three years re- venues, and that when divided by three gave apn appraximation of the island’s probable revenues. 1 am sure that Gov- ernment wants to do what is right and give satisfaction to all concernea. The Chairman replying to Ist. Mem- ber for Christiansted Country District [Stakemann] said, In the first place may 1 ask to whieh paragraph in the Colenial law the Membper referred to?7 NMember Stakemann answered paragraph 65. The Chairman continuing, In regard to-pri.t- ing thelaws, I can state that Government intends to print the laws, but is waiting for the passage of the codes whichr are now before the St. Thomas Council as Government thinks it best to print all at the same time. : it was put to the vote and carried that’ the budget be put to the vote en block and unanimousily adopted that vote be en bloek. The Discussion closed, the Segretary read the amendments, and the Chairman put the budget to the vote en block.. . 10 members voted for; none against. The Chairman remarked: The budget ~as amended 1s adopted and goes to Gow- ernment. : . The “hairman then gave a recess of 20 minutes. : , ' ‘3rd Appointed Member (Armstrong)
