O86 BILL NO. 28-0019 TWENTY-EIGHTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2009 An Act amending title 12 Virgin Islands Code, chapters 1, 3, 5, 17, 20, 23 and 27 and title 3 Virgin Islands Code, section 1105 to enact the “Election Reform Law of 2009” Be it enacted by the Legislature of the Virgin Islands: SECTION 1. Title 18 V.LC., is amended in the following instances: (a) Section | is amended in the following instances: (1) Insert the following new definition between the definitions of “primary” and “public office”: “Provisional Ballot” means a special instrument upon which the voter’s choices are recorded and which is subject to or dependent upon a post- election verification or confirmation of the voter’s right to have voted on Election Day.”; and (2) Insert the following new definition between the definition of “territorial office” and “Voting machine”: “Vote” means to express one’s will, preference, or choice formally by manifesting as a qualified elector, a decision upon any proposed measure or selecting a representative for elected office.” (b) In section 41, …
