The highlights below reflect key thoughts shared during the engagement process. Virgin Islands Port Authority | Moffatt & Nichol Frederiksted Waterfront Master Plan 12 UNCOVERING THE THEMES TO GUIDE PLAN FORMULATION “The community has to come first.” Any future development must reflect local values, protect the environment, and respect Frederiksted’s cultural heritage. “The pier used to belong to everyone.” While the pier remains essential for cruise operations and events, increased security has limited everyday community access. “The shoreline is changing.” Flooding, erosion, and runoff are growing concerns that require resilient, environmentally sensitive solutions. “Our history isn’t being told.” Frederiksted’s role in emancipation and revolution remains underrecognized, despite its importance to the Virgin Islands. “Infrastructure is holding us back.” Transportation, parking, utilities, and public amenities are critical challenges that need immediate attention. “Tourism should reflect who we are.” Visitors are drawn to Frederiksted’s culture, history, and natural environment—not largescale attractions. Virgin Islands Port Authority | Moffatt & Nichol Frederiksted Waterfront Master Plan 22 UNCOVERING THE THEMES TO GUIDE PLAN FORMULATION 3 Virgin Islands Port Authority | Moffatt & Nichol Frederiksted Waterfront Master Plan 23 Opportunities and Challenges Improving Mobility Movement through Frederiksted today is shaped by cruise activity, limited transit options, and infrastructure constraints that affect both residents and visitors. ▪Congestion occurs during cruise calls, especially when two vessels are in port. ▪Pedestrian connections between the pier, downtown, beaches, and cultural sites are present but fragmented. ▪Parking, taxi staging, and drop-off areas are limited and inconsistently organized. ▪Public transit service is unreliable, creating challenges for daily mobility. ▪Improved wayfinding and circulation are needed to support safer, clearer movement. Virgin Islands Port Authority | Moffatt & Nichol Frederiksted Waterfront Master Plan 24 OPPORTUNITIES AND CHALLENGES Unifying Spaces and Attractions Frederiksted’s waterfront is organized around a series of natural nodes and activity centers that offer opportunities for focused investment, activation, and connection. ▪Street ends at the waterfront create natural nodes for gathering and access to the sea. ▪The end of the pier is a major arrival point but lacks clear identity and organization. ▪The new baseball stadium will serve as a strong community and recreational anchor. ▪Festival land and open spaces provide flexible areas for events and daily use. ▪The Frederiksted beach is a key asset with opportunities for improved access and care. Virgin Islands Port Authority | Moffatt & Nichol Frederiksted Waterfront Master Plan 25 OPPORTUNITIES AND CHALLENGES Telling Frederiksted’s Story Frederiksted is one of the most historically significant towns in the Virgin Islands, with a legacy rooted in emancipation, resistance, and cultural resilience. ▪Frederiksted is the birthplace of emancipation in the Virgin Islands, yet this history is not fully visible in the public realm. ▪Fort Frederik stands as a symbol of freedom and remains a central cultural and civic landmark. ▪Historic buildings, streets, and public spaces reflect the town’s colonial past and cultural evolution. ▪Opportunities exist to strengthen cultural storytelling through restoration, public art, walking tours, and programming. ▪Festivals, music, and living history continue to play a vital role in community identity.
