These dates are as follows: 1. Draft Final Risk Assessment to PRPs August 30 2. Meet with EPA in NY City to review Rl and Remedial Alternatives Memo concepts. (TEIC only and not required by AGO) September 20 3. Submit Draft Rl and Draft Remedial Alternatives Tech Memo (RATM) to EPA October 13 4. Presentation to EPA/meeting November 2,3 (at DPNR) 5. Final Rl Report and Tech Memo November 16 to EPA 6. Feasibility Study to EPA December 29 7. Meeting on FS February 1,2 1995 (on island) The remainder of the call focused on the need to have the RI/FS contain adequate information to write the Record of Decision for the Tutu Wellfield Site. …

TEIC believes that adequate information exists to write the ROD for groundwater. The discussion focused on information to allow EPA to write the ROD for soils. Several points were emphasized including: TUT 00<b 5.017 • Appropriate available technologies must be screened; *64669* 64669 de maximis Minutes of Conference Call Between EPA and TEIC on August 16, 1994 August 24. 1994 • The EPA's presumptive remedy guidelines are useful; • Specific quantification of costs of implementation of a particular soil remedial technology at individual properties within Tutu area of investigation cannot be performed due to lack of data on amount of soil involved. A comparison per ton of affected soil is however possible; • It may be necessary (advisable?) to establish property specific soil clean-up goals based upon site specific modeling; and, • The FS should present the nature of surface and sub surface soil contamination and discuss whether or not treatment or removal of contaminated soils would effect the life of the groundwater remedy. The conference call was concluded after agreeing to continue the dialogue at an open discussion with EPA in New York City scheduled for September 20, 1994 at 10:00 AM to review the contents of the RI/FS and the Draft RATM.
