Solís CocoSol International Inc. 777 Brickell Avenue, Suite 500-97996 Miami, Florida 33131 RE: VISHPO Review of Phase IA Archaeological Survey Proposed Soccer Field Development Estate Nazareth, Parcel N-1 Remainder, St. Thomas, Virgin Islands Dear Mr. Solís: The Virgin Islands State Historic Preservation Office (VISHPO) has completed its review of the Phase IA Archaeological Survey, Parcel N-1 Remainder, Estate Nazareth, St. Thomas, Virgin Islands, prepared by CocoSol International Inc. and dated March 24, 2026. The survey was conducted in support of a proposed professional soccer field and related facilities at the above-referenced parcel. VISHPO concurs with the report’s findings that no known or readily identifiable archaeological sites or other significant cultural resources were documented within the project area during the Phase IA investigation. We acknowledge that the property has been subject to extensive prior disturbance, including grading, surfacing, and debris deposition, which precluded the performance of systematic subsurface shovel testing and limited the investigation to a reconnaissance-level pedestrian survey. VISHPO further concurs that, although the results of the Phase IA survey do not identify extant cultural resources, the project area occupies land that may have possessed agricultural or ancillary uses historically and that buried archaeological deposits, if present, may have been obscured by fill or disturbance. As such, VISHPO issues a VISHPO Review of Phase IA Archaeological Survey Proposed Soccer Field Development Estate Nazareth, Parcel N-1 Remainder, St. Thomas, Virgin Islands April 24, 2026 conditioned finding of no objection to the proposed development, subject to the following stipulation: • Prior to any grubbing, grading, or other earth-disturbing activities, archaeological subsurface testing shall be conducted to verify disturbed conditions and to assess for the presence of any buried archaeological resources. Such testing should be undertaken following removal of surface debris and refuse and conducted at appropriate intervals, as outlined in the submitted report, under the supervision of a qualified professional archaeologist meeting the Secretary of the Interior’s Professional Qualification Standards. In the event that archaeological materials, features, or human remains are encountered at any point during subsurface testing or construction activities, all work in the vicinity of the discovery shall cease immediately, and DPNR and VISHPO shall be notified in accordance with Title 29, Chapter 17, Section 959 of the Virgin Islands Code and applicable territorial and federal regulations.
