ACTNO, 735% BILL NO. 29-0279 TWENTY-NINTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2012 An Act to designate the birthday of the late Governor Juan Francisco Luis as a day of special recognition in the Virgin Islands ---0--- Be it enacted by the Legislature of the Virgin Islands: WHEREAS, Juan Francisco Luis was elected to the 10th Legislature of the Virgin Islands in 1972 and served one term as a Senator before seeking higher office in 1974; and WHEREAS, Juan Francisco Luis joined gubernatorial candidate Cyril Emmanuel King’s ticket as running mate for Lieutenant Governor, and both were elected as Governor and Lieutenant Governor in 1974; and WHEREAS, Juan Francisco Luis, assumed the governorship on January 2, 1978, succeeding Governor Cyril Emmanuel King who died in office, and later became the third elected Governor of the Virgin Islands; and WHEREAS, Juan Francisco Luis held the Governor’s Office from 1978 until 1987, becoming the longest serving Governor in the history of the United States Virgin Islands; and WHEREAS, Juan Francisco Luis died on June 4, 2011; and WHEREAS …
