COMMITTEE ON BUDGET, APPROPRIATIONS AND FINANCE BILL NO. 36-0306 Thirty-Sixth Legislature of the Virgin Islands June 11, 2026 An act appropriating $140,000 from the Virgin Islands Horse Racing Improvement Fund to the University of the Virgin Islands to conduct an economic impact market and feasibility assessment to evaluate the horseracing industry as a revenue generating industry in the Virgin Islands PROPOSED BY: Senator Carla J. Jospeh Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) The sum of $140,000 is appropriated in the fiscal year ending 2 September 30, 2026, from the Virgin Islands Horse Racing Improvement Fund to the 3 University of the Virgin Islands to conduct an economic impact market and feasibility 4 assessment to evaluate the horseracing industry as a revenue generating industry in the Virgin 5 Islands. 6 (b) The funds appropriated in subsection (a) remain available until expended. …

Jospeh Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) The sum of $140,000 is appropriated in the fiscal year ending 2 September 30, 2026, from the Virgin Islands Horse Racing Improvement Fund to the 3 University of the Virgin Islands to conduct an economic impact market and feasibility 4 assessment to evaluate the horseracing industry as a revenue generating industry in the Virgin 5 Islands. 6 (b) The funds appropriated in subsection (a) remain available until expended. 7 (c) Not later than 180 days after the enactment of this act, the University of the Virgin 8 Islands shall submit the economic impact market and feasibility assessment to the President of 9 the Legislature of the Virgin Islands 10 BILL SUMMARY 11 This bill appropriates $140,000 from the Virgin Islands Horse Racing Improvement Fund 12 to the University of the Virgin Islands, to conduct an economic impact market and feasibility 13 2 assessment to evaluate the horseracing industry as a revenue generating industry in the Virgin 1 Islands. 2 BR26-1126/May 5, 2026/GC 3
