ACTNO.9 06 1 BILL NO. 36-0214 THIRTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2025 An act ratifying the consent of St. Thomas Committee of the Virgin Islands Coastal Zone Management Commission for the Legislature’s approval of major Coastal Zone Permit No. CZMJL0017-25 to construct a solar array on Parcel Nos. 3B and 2 Estate Fortuna, St. Thomas o--0--- WHEREAS, STF Solar, LLC. successfully installed two solar farms on St. Croix but has been adversely impacted by circumstances beyond its control, including the enactment of the One Big Beautiful Bill Act (OBBBA) on July 4, 2025, and the issuance of Executive Order 14315; WHEREAS, the issuance of Executive Order 14315 on July 7, 2025, has made it impossible for the STF Solar, LLC. to begin construction by December 31, 2025, if it were to comply with the requirements for obtaining a major coastal zone management permit; WHEREAS, on November 17, 2025, the St. Thomas Committee of the Virgin Islands Coastal Zone Management Commission unanimously issued its consent for the Legislature to approve Major Coastal Zone Permit No. …
