' The new carretera is to be twenty me: ters wide excepting that portion of it which takes up Congress street, which will only be fitteen meters wide due to the fact that there are residences and buildings all aiong tnis sireer. As Coa- gress street was only twelve meters wide originally, all the fences had to be reconstructed in order to obtain the fif- teen meters that the law requires, this being the minimum width for g carretera. The zreatest difficulty which has aris- en iz building this carretera has+ been that of coming to an agreement witn all the property owners and in the barrio known as Gandul there has been more trouble than in other sections. The In- terior department nas had to make good to some of these property owners but a larz> . pari of the-more important pro- . periy owners have given the necessary parcels of land gratuitously. From the beginning of Congress Street on to Stop 22, the street is aiready laid out and in some places it is paved. It is hoped that the work will be entirely coimpieted by the end of this year. Although there have appeared various laws passed regarding this carretera since 1909 nothing definite was done about it until the present Commissioner of the Interior, Guillermo Esteves, suc- ceeded in getting a bill approved in the last legislative session.—Porto Rico Pro- gress.
