OFFICE OF INSPECTOR GENERAL U.S. Election Assistance Commission REVIEW OF THE EAC’S MANAGEMENT OF HAVA GRANTS AWARDED TO TERRITORIES Report No. G24HQ0054-25-06 July 7, 2025 HIGHLIGHTS Report No. G24HQ0054-25-06 What OIG Reviewed Of the more than $4.3 billion in grant funding disbursed by the U.S. Election Assistance Commission (EAC) under the Help America Vote Act of 2002 (HAVA), $41.4 million has been disbursed to five territories—American Samoa, Guam, Puerto Rico, the U.S. Virgin Islands, and the Northern Mariana Islands. The EAC Office of Inspector General (OIG) issued seven audit reports covering the HAVA grants to the territories, between October 2013 and November 2024. These audits resulted in a combined $2.2 million in questioned costs and 57 recommendations to correct identified issues and improve the administration of grants. OIG conducted this review to: (1) Describe the factors that affect territories' administration of HAVA grants.
