COMMITTEE ON BUDGET, APPROPRIATIONS AND FINANCE 04/21/2026-AMENDED AND REPORTED OUT TO THE COMMITTEE ON RULES AND JUDICIARY BILL NO. 36-0257 Thirty-Sixth Legislature of the Virgin Islands February 26, 2026 An act transferring Parcel No. 2C Estate Ross, 8 New Quarter, St. Thomas, from the Virgin Islands Housing Finance Authority to the Virgin Islands Department of Education for use by the Charlotte Amalie High School PROPOSED BY: Senator Avery L. Lewis WHEREAS, there exists a need to secure adequate land for the reconstruction and 1 continued operation of the Charlotte Amalie High School campus on St. Thomas; 2 WHEREAS, a portion of the school already exists on Parcel No. 2C Estate Ross; 3 WHEREAS, Parcel No. 2C Estate Ross is currently owned and controlled by the Virgin 4 Islands Housing Finance Authority; 5 WHEREAS, transferring Parcel No. 2C Estate Ross, 8 New Quarter to the Virgin Islands 6 Department of Education will enable the department to expand the campus of the Charlotte 7 Amalie High School; and 8 WHEREAS, upon transfer, the Department of Education will assume full control and 9 responsibility for the property, ensuring it is used exclusively for public education purposes, 10 including the reconstruction, operation, and expansion of the Charlotte Amalie High School 11 campus and related educational facilities; Now, Therefore, 12 2 Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. Parcel No. 2C Estate Ross, No. 8 New Quarter, St. Thomas, is transferred 2 from the Virgin Islands Housing Finance Authority to the Virgin Islands Department of 3 Property and Procurement for the exclusive use by the Virgin Islands Department of Education 4 for the development, reconstruction, operation, and expansion of the Charlotte Amalie High 5 School. 6 SECTION 2. The Department of Property and Procurement, in collaboration with the 7 Department of Public Works and the Department of Education shall commission a legal survey 8 within 90 days to establish the exact boundaries and acreage of the property. Upon completion 9 of the survey, the Virgin Islands Housing Finance Authority shall execute a deed conveying 10 the property to the Department of Property and Procurement, and shall record the deed with 11 the Recorder of Deeds. 12 BILL SUMMARY 13 Section 1 of this bill transfers Parcel No. 2C Estate Ross, 8 New Quarter, St. Thomas, 14 from the Virgin Islands Housing Finance Authority to the Virgin Islands Department of 15 Education, for the exclusive use of the Charlotte Amalie High School. 16 Section 2 requires the Department of Property and Procurement, in collaboration with 17 the Department of Public Works and the Department of Education, to commission a legal 18 survey within 90 days establishing the exact boundaries and acreage of the property.
