A TWENTY-SIXTH | An Act honoring and comm ars of dedicated service to *< Terminal “The Urman WHEREAS, Urman on . ruary 27, 1926; and WHEREAS, Urman of the New Hernnhut Mora School subsequently known Edith Williams Alternative A WHEREAS, as a y: fatter raising cows, goats, husbandry with charcoal pro WHEREAS, Urman naster tradesmen, includin; specializing in gasoline and cars, trucks, and heavy equi and WHEREAS, Urman with whom he had a total of WHEREAS, in the marine industry, took up res his employment with two of WHEREAS, Urman TNO. 689% BILL NO. 26-0328 LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2006 ending Urman Victor Fredericks ‘posthumously for his many the people of the Virgin Islands and naming the Marine Red Fredericks Marine Terminal” in his honor. ---0)--- Victor Fredericks was born on St. Thomas, Virgin Islands Victor Fredericks, at an early age became an active member vian Church and later attended James Madison Elementary as Edith Williams Elementary School and now known as the .cademy; and oung man, Urman Victor Fredericks worked alongside his chickens, pigs and other animals, later combining the duction and agriculture; and 1 Victor Fredericks pursued various apprenticeships with g electricity, plumbing, carpentry and mechanics, finally diesel engines as well as later utilizing his skills to repair pment on St. Thomas, St. John, Tortola and Jost Van Dyke; Victor Fredericks married the late Ida Chinnery-Fredericks twelve children; and 1940’s Urman Fredericks, with a growing interest in the idency on St. John, obtained his captain’s license and began his friends, Loredon Boynes and Humphrey Herman; and , Victor Fredericks in the 1970s took up employment as captain/mechanic with Caneel Bay Resorts until he started a barge and trucking corporation with Johnny Smi Rico; and th operating the barge between the Virgin Islands and Puerto a WHEREAS, as early as 1966, Urman Victor Fredericks envisioned a need to develop the Red Hook area into a cargo port for the operation of barges and as a passenger terminal, and for these purposes used his heavy equipment to clear land in Red Hook with the assistance of employees and family members; and WHEREAS, the endeavor to create a Red Hook marine terminal began by Urman Victor Fredericks is now coming to fruition; and WHEREAS, Urman Victor Fredericks died April 26, 1974, without witnessing the realization of his dream; Now, Therefore, Be it enacted by the Legislature of the Virgin Islands: SECTION 1. The Legislature of the Virgin Islands on behalf of the people of the Virgin Islands, honors and commends Urman Victor Fredericks for his dedicated service to the people of the Virgin Islands, especially in the field of marine engineering and names the new Red Hook Terminal “The Urman Victor Fredericks Marine Terminal.” The Governor shall cause to be prepared a distinctive sign bearing the inscription “The Urman Victor Fredericks Marine Terminal” to be affixed in a conspicuous place at the Red Hook Terminal. SECTION 2. The resident of the Legislature or the President’s designee shall present a perma plaque copy of this Act to the primary relatives of Urman Victor Fredericks at an appropriate ceremony.
