Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 Congress finds that— 2 (1) Alexander Hamilton, a native of the former 3 British colonies in the Caribbean, moved with his 4 family to St. Croix in 1765; 5 (2) Alexander Hamilton, who resided on St. 6 Croix during his formative years and until he left for 7 New York in 1772, was first exposed to commerce 8 and business in the United States Virgin Islands 9 while clerking for the Christiansted branch of 10 Beekman and Cruger, a New York-based merchant 11 house; 12 (3) St. Croix is where Alexander Hamilton, the 13 future author of the Federalist Papers learned to 14 write for the public, from his teenage contributions 15 to the Royal Danish American Gazette; 16 (4) Alexander Hamilton’s mother, Rachel 17 Fawcett Levine, died in 1768 and was buried at Es- 18 tate Grange; and 19 (5) the M. K. Armstrong Trust currently owns 20 and administers the 115-acre estate. 21 SEC. 3. STUDY. 22 (a) IN GENERAL.—The Secretary of the Interior (re- 23 ferred to in this Act as the ‘‘Secretary’’), in consultation 24 with the Governor of the Virgin Islands, shall conduct a 25 special resource study of Estate Grange and other sites 26 VerDate Aug 31 2005 22:08 Aug 08, 2007 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1969.IS S1969 mstockstill on PROD1PC66 with BILLS 3 •S 1969 IS and resources associated with Alexander Hamilton’s life 1 on St. Croix in the United States Virgin Islands. 2 (b) CONTENTS.—In conducting the study under sub- 3 section (a), the Secretary shall evaluate— 4 (1) the national significance of the sites and re- 5 sources; and 6 (2) the suitability and feasibility of designating 7 the sites and resources as a unit of the National 8 Park System. 9 (c) CRITERIA.—The criteria for the study of areas 10 for potential inclusion in the National Park System con- 11 tained in section 8 of Public Law 91–383 (16 U.S.C. 1a– 12 5) shall apply to the study under subsection (a). 13 (d) REPORT.—Not later than 3 years after the date 14 on which funds are first made available for the study 15 under subsection (a), the Secretary shall submit to the 16 Committee on Natural Resources of the House of Rep- 17 resentatives and the Committee on Energy and Natural 18 Resources of the Senate a report containing— 19 (1) the results of the study; and 20 (2) any findings, conclusions, and recommenda- 21 tions of the Secretary. 22 VerDate Aug 31 2005 22:08 Aug 08, 2007 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1969.IS S1969 mstockstill on PROD1PC66 with BILLS 4 •S 1969 IS SEC. 4.
