ALUMNI AFFATRS (Board of Trustees Meeting, July 14, 1978) The next matter considered by the Board of Trustees was a proposed statement of basic principles covering the organi- zation and development of the Alumni Association of the College of the Virgin Islands. A statement covering this subject had been circulated to members of the Board ahead of this meeting. Discussion of the statement of basic principles followed. The Board asked for the addition of a provision or provisions that would avoid the concentration of leadership of the Alumni Association over any extended period of time in any one locality by providing that principal officers of the Association be periodically rotated with regard to their principal residences. Based on agreement to add this provision to the basic principles, the Board approved the statement of principles which had been submitted.... 131 182 SUMMARY OF BASIC PRINCIPLES ALUMNI ASSOCIATION OF THE COLLEGE OF THE VIRGIN ISLANDS Basic Statement There is to be established at the College of the Virgin Islands, under the Board of Trustees, an association of graduates of the College to be called the Alumni Association of the College of the Virgin Islands. Name This association shall be known by the name of the Alumni Association of the College of the Virgin Islands, hereinafter "the Association." Purpose The purpose of this Association shall be to promote the general welfare of the College of the Virgin Islands; to establish, encourage and maintain a mutually beneficial relationship among the alumni, former students, faculty, ‘trustees, friends and administrators; and to serve as the medium of intercom- munications between the College and the alumni collectively. Nfembership 1. All graduates of the College shall be members of the Association. 2. The Association shall consist of Regular, Associate and Honorary members. 3. Regular members shall be all persons who shall have received a degree in due course from the College. 153 c— 4. Associate members shall be formerly-matriculeted students who shall have withdrawn or transferred in good standing after having completed the full-time equivalent of at least one year of degree- course work. 5. Honorary members shall be persons other than alumni who shall have received honorary degrees from the College and/or Trustees’ Distinguished Service Awards and such other persons to be elected by the Governing Board for distinguished service to the College. 6. Regular members alone shall have the right to vote and hold office. Associate members and honorary members shall enjoy all other privileges of the Association. ” in/ Class Secretaries 1. Each graduating class shall have one class secretary. 2. Class secretaries shall serve for three-year terms which shall be . so staggered to allow for the election each year of one-third of the class secretaries. Officers l. The officers of the Association shall be President, Secretary, Treasurer, President-elect, Secretary-elect and Treasurer-elect. 2. The officers shall serve in their respective positions for ie (1) year beginning July 1 and ending June 30. ary Governing Board 1. The Alumni Association shall be governed by a fifteen-member board consisting of a President, President-elect, Immediate-Past President, Secretary, Secretary-elect, Immediate-Past Secretary, Treasurer, Treasurer-elect, Immediate-Past Treasurer, the Alumni Affairs Officer and five members of the Alumni Affairs Council of the College. The Board shall be the chief policy-making body of the Association, and it shall have general management and supervision over the affairs of the Association. The President of the Association shall serve as Chairperson of the Governing Board. Nominating Committee 1. 2. A Nominating Committee of five regular members, who are not members of the Governing Board, shall be named annually by the Governing Board for the purpose of nominating Class Secretaries and the officers-elect of the Association. Those chosen to serve on the Nominating Committee shall be widely representative of the membership of the Association. Alumni Affairs Council of the College : The six officers of the Association shall serve as members of the Alumni ASsite Counsi! of the College. ee. Executive Officer 1. The Alumni Affairs Officer of the College shall serve as the Executive Officer of the Association and in that capacity shall maintain the records of the Association, serve as the custodian’ of all papers, books and property of the Association, provid= assistance to the Board and perform such other duties as shall further the mutual interests of the Association and the Collez=. 2. The Alumni Affairs Officer shall be the official on-campus reprte- sentative of the Association serving as a liaison between the admin- istrative leadership of the College and the Association. Constituent Chapters 1. A constituent chapter of the Association may be established in any community (within or without the United States) where ten (10) or more regular members of the Association reside. Constituent chapters shall be governed by the constitution of the Association. 2. Members of a proposed chapter of the Association shall submit to the Board a proposed constitution consistent with the constitution and bylaws of the Association together with a petition endorsed by the signatures of at least ten (10) regular members. 3. In the event that the petition is found to be in keeping with the purpose, constitution, and bylaws of the Association, the Board shall recommend to the College, subject to the Board of Trustees' approval, that an \ y t official charter be issued establishing the chapter as a constituent unit within the Association. 4. Amendments to a Chapter's constitution shall be subject to the approval of the Governing Board of the Association. Bylaws 1. The Governing Board shall establish such bylaws for the conduct of the business of the Association consistent with these principles and shall establish such standing and other committees as it shall deem necessary for the conduct of its affairs. Amendments 1. Amendments to a constitution to be drafted from this statement of principles shall be subject to review and approval by the Board of Trustees of the College. Prohibited Activities 1. Activities of the Governing Board or of local Chapters or Classes shall not include sttempts to influence legislation, intervene in partisan political campaigns, or work on behali of any candidate for public office in the name of the Association, a Chapter of the Association, or a Class of the Association. Rules of Order lt. Unless the Roard determines otherwise, Rohert's Rules of Order Newly Revised shall be the parliamentary guide for the Association.
