The acquisition and planned redevelopment of this property are directly aligned with the long- standing vision to restore and revitalize Hospital Street, a historically significant corridor that has experienced prolonged vacancy and disinvestment. Returning this structure to productive use will contribute to improved safety, preservation of historic character, and the overall economic vitality of downtown Christiansted. …

Francis, Jr. Office of the Senator 36th Legislature of the Virgin Islands Charlotte Amalie, St Thomas, USVI Dear Senator Francis: I respectfully submit this letter of testimony for the hearing scheduled on Monday, December 15, 2025, regarding the proposed purchase of the property located at 20-A Hospital Street, Christiansted, St. Croix, from the U.S. Virgin Islands Department of Property and Procurement. The acquisition and planned redevelopment of this property are directly aligned with the long- standing vision to restore and revitalize Hospital Street, a historically significant corridor that has experienced prolonged vacancy and disinvestment. Returning this structure to productive use will contribute to improved safety, preservation of historic character, and the overall economic vitality of downtown Christiansted. In addition, the redevelopment of 20-A Hospital Street will support the expansion of affordable housing within the town core, addressing a critical community need while encouraging responsible urban infill. This project represents a thoughtful balance between historic preservation, community beautification, and practical solutions to housing accessibility for working residents of Christiansted.
